This position reports to the Associate Vice President for Human Resources and is part of an energetic, professional HR management team. This is a challenging and rewarding position that manages and coordinates benefits functions while supervising direct reports and student employees as needed. Responsibilities: Benefits Administration ? Responsibility for the hands-on administration of the full scope of PSU benefits including healthcare, retirement, workers comp and optional benefits. ? Handle day-to-day confidential inquiries involving benefits policy interpretation, intervention and/or explanation of employee benefits issues. Research may involve communication with outside agencies including but not limited to the Public Employees? Benefit Board (PEBB), the Public Employee Retirement System (PERS), the Oregon University System (OUS), health care providers, retirement investment companies including TIAA-CREF and Fidelity, and optional benefits providers including insurance companies, and flex spending administrators. ? Oversee and act as back up for the administration of the PEBB plans including data maintenance in the PEBB system. Ensure adherence to all federal, state and PEBB regulations, such as eligibility, benefits while on leave and COBRA. ? Manage the annual PEBB benefits Open Enrollment process and related employee communications while working closely with staff. May involve multiple departmental presentations. ? Oversee and act as back up in handling the OUS/PEBB data feeds into Banner, our HRIS system including retroactive adjustments for new hires, mid-year changes, Open Enrollment, optional benefit billing and any data corrections. Manage the development of reports to audit for data integrity. ? Oversee retirement plan administration and directly provide education and information to new and current employees about retirement plan choices including confidential consultations. Work closely with OUS and PERS to develop presentations and publications to communicate retirement plan choices. ? Oversee eligibility for 403(b) and 401(a) retirement program participation. Constantly look to improve reports to proactively determine 401(a) plan part-time employees who do not have consistent schedules. ? Manage, act as backup and audit retirement-related data entry into the HRIS system. ? Understand federal and state leave laws. Work closely with the Leaves Manager when benefit counseling is required for supervisors, employees and legal representatives, regarding employer/employee rights during and following protected leaves. ? Work closely with HR staff in handling benefit issues for workers compensation claims. May need to coordinate with the Leaves Manager, SAIF, as well as HR Payroll. ? Act a member of the HR team to coordinate the HR communications component of the reduced tuition program for employees called Staff Fee Privilege for the campus in conjunction with Chancellor?s office staff. Staff Management ? Manage 1.5 HR staff members who directly report to the benefits manager and support the benefits function. ? Provide coaching and training of HR employees regarding benefits knowledge. first line customer service representatives working the HR Front Desk as well as students performing benefit related work. Benefits Education and Events ? Organize and publicize an annual Benefits Fair during Open Enrollment. Invite all PEBB vendors, retirement plan representatives and internal PSU departments related to benefits and wellness efforts. ? Personally present a monthly workshop to eligible employees on how to make their retirement plan choices. Schedule and publicize quarterly ORP retirement plan vendors for one-on-one private consultations with employees. Schedule and publicize annual group presentations on relevant financial topics to be given by the ORP and PERS vendors as well as Social Security Administration. ? Oversee and constantly try to improve the benefits orientation for new employees in conjunction with the overall HR employee orientation program. Act as the backup for the benefit coordinators in presenting PEBB and retirement plan information during the new employee briefing. ? Work with HR management to develop supervisory training and internal HR training for the HR team members who are embedded in departments. Emphasize deadlines and how benefit eligibility is affected by PSU?s complicated new hire contracts, FTE changes in employment contracts, post-retiree contracts, protected or non-protected leaves and separation from employment. ? Develop communication tools/templates for meeting with faculty and staff who are planning retirement or facing layoff. Explain pension/retirement plan benefits, health coverage availability and applicable insurance continuation. ? Complete special projects as assigned by the Associate VP for HR. Required Qualifications: ? Five plus years of experience in the administration, communication, delivery and education of comprehensive benefits programs for large organizations including medical, dental, vision, prescription, retirement, tax-deferred compensation and investments. ? Bachelor?s Degree or, in lieu of a degree a relevant industry related certification plus two additional years of experience. ? Minimum of two years experience in a supervisory role. ? Successful passing of criminal background check. ? Demonstrated high integrity, outstanding interpersonal and management skills, strong listening skills, and ability to set an example of excellent customer service and work standards. ? Ability to communicate effectively both verbally and in writing at all levels. ? Experience working with large, complex retirement programs/pension plans. ? Experience working with large, complex pre-tax Section 125 health plans. ? Proficient skill in using multiple computer systems, Microsoft Office software and HRIS systems. ? Excellent interpersonal skills and the ability to communicate policies and concepts when dealing with an employee who may be in crisis. ? Strong presentation skills. ? Excellent organizational and time management skills. ? Proven ability to motivate direct and indirect support staff. ? Ability to explain complex benefits implications to supervisors, employee relations specialists and legal representatives. Preferred Qualifications ? Experience/familiarity with: ? Public sector and/or PERS retirement programs Public Employees Benefits Board (PEBB) Oregon Administrative Rules (OARs) Oregon University System ? ADA, COBRA, FMLA, OFLA, and USSERA legislation ? Human Resources or Benefits Certification preferred. Compensation The starting annual salary rate for this position will be dependent upon qualifications and experience with an excellent benefits package including fully paid healthcare; a generous retirement and vacation package; and reduced tuition rates for employee, spouse or dependant at any of the Oregon University System schools.
