Demonstrated initiative to research, analyze and recommend procedural and policy changes, based on sound data, financial and benchmarking analysis. Specializes in Health & Welfare benefits and Human Resources and carries out responsibilities to support compliant and customer focused benefit administration and delivery of programs and services in support of business objectives. Advise employees, management, vendors and outsourcing partner(s) on the interpretation of benefit programs, policies, and procedures. Requires experience working with outsourced benefits administration vendor and understanding of HR systems and reporting. Experience with Annual Enrollment project planning and execution, vendor implementations and merger and acquisitions is also required. Accountable for project management, oversight of specific vendor relationships and review and submission of Request for Service changes with outsourced benefit administration partner. Serves as a subject matter expert on employee benefit communications and have demonstrated ability to prepare benefit training materials and present them to employees and management. Research and resolution of escalated issues as they relate to CVS Caremark Health and Welfare plans. In compliance with state and federal regulations, counsel employees and vendors on issues. Assist management in the planning, implementation and administration of cost-effective benefit programs for employees consistent with Company objectives. Demonstrate customer centric commitment and focus in all internal and external interactions. : With little or no direction / oversight conduct research on Benefit issues / appeals and recommend / initiate problem resolution; follow through with employees, vendors and outsourcing partner(s). Prepare written responses, as needed. Make sound determinations and track responses to enrollment and eligibility appeals. Understand when it is necessary to escalate issues to management using independent judgment. Identify/resolve issues having broader impact or systemic/procedural implications and apply root cause analysis via independent assessment and collaboration with vendors, outsourcing provider(s), and the CVS outsourcing Governance function. Identify, suggest and implement ongoing process improvements. Lead or support projects for new or modified benefits programs, benefits audits, acquisitions/conversions and others as assigned. Function as a liaison to the CVS outsourcing Governance function on day-to-day activity and implementation of benefit changes. Facilitate Benefits analyses (cost, utilization etc.), reporting (recurring and ad-hoc reports) and plan management needs. Assist Benefits management with ensuring that information is available to the Benefits team that accurately reflects the performance of benefit plans and vendors, including performance guarantee tracking. Interact with vendor relationships to achieve superior service for our employees, support the vendor management function as assigned and report/track service outcomes. Establish and maintain collaborative relationships with vendors. Assist in the coordination of all administration and communication activities for CVS benefit programs to include presentations and training. Assist in ongoing employee communications such as summary plan descriptions, summary annual reports, targeted mailings, etc. Serve as main contact for review and updates of content in Knowledge Base and other internal or carrier websites. Maintain and update vendor files - both paper files and shared drive electronic files Develop and maintain strong working knowledge of administration, design and financial aspects of the CVS employee benefits programs offering. Develop and maintain broad based knowledge of industry trends/regulatory issues in employee benefits, and identify and recommend appropriate action. Perform Competitive Benchmarking analyses, cost/benefit and benefit comparison analyses. Requirements: Bachelor's degree and 5+ years of benefits experience, or equivalent gained through a combination of education and work experience. Superior analytical ability to report, review and analyze data to recommend process and program improvements and to monitor program effectiveness and accuracy of administration. Project Management experience Advanced computer skills, especially spreadsheets, databases, word processing and presentation software. Ability to communicate effectively in both written and oral forms and develop positive working relationships with both internal and external customers. Experience with process improvement methods and documentation/review of workflow and business processes. Ability to exercise sound judgment, set priorities, initiate and recommend solutions to complex issues, implement and administer effectively in all areas of accountability. Demonstrated maturity and prior experience in dealing with different level of employees in a fast-paced environment and the ability to maintain confidentiality of all employee data. Advanced problem solving skills with ability to approach issues holistically with demonstrated follow through and commitment to customer service. Strong customer service skills and attention detail and the ability to handle multiple projects. Thorough knowledge of HR Benefits, HR policies, procedures and laws as well as HR systems and how they work together to accomplish business objectives. 3 to 5 years for Benefit Analyst or 5 to 8 years for Senior Analyst experience with administration of Health & Welfare plans Financial background a plus Knowledge of PeopleSoft, (including report generation) and Access preferred. Compliance background and related benefits certification courses preferred with focus on ERISA, HIPAA, COBRA, Medicare, Section 125, Qualified Changes, Discrimination Testing and Flexible Spending Account administration and financial reconciliation.
