Resumes may also be sent to: Register to View -inc.com The Employee Relations Specialist will assist the Bureau of Labor Statistics with personnel and financial actions, human resources operations, customer service and have the following experience: Conducting administrative investigations into allegations of misconduct, and advising managers on documenting poor performance and preparing cases for performance-based adverse actions. -Advising managers on leave and misconduct cases and recommending corrective action, up to and including, disciplinary and adverse actions. -Conducting necessary research to support formal recommendations, drafting all formal correspondence related to disciplinary and adverse action cases, including all proposal and decision letters. -Maintaining the agency's formal case file on all matters resulting in disciplinary or adverse actions and serving as technical representative in third-party proceedings resulting from disciplinary or adverse actions. -Training managers on rules and regulations governing performance management and employee conduct, developing family-friendly programs and initiatives, and administering the flexi-place program; and the incentive awards programs. Required Education and Experience: Journeyman Level: Minimum Education: Bachelor's degree or equivalent work experience. -Minimum required Experience: Four (4) years of professional-level employee relations work in a Federal human resources program. Senior (Expert) Level: - Minimum Education: Master's Degree or equivalent work experience. Minimum required Experience: Ten (10) years of professional-level employee relations work in a Federal human resources program. Experience for both must include: -Conducting administrative investigations; advising management on performance-based actions; advising management on addressing/correcting conduct and leave problems; processing disciplinary and adverse actions and drafting all related correspondence; representing management in an administrative hearing (Merit Systems Protection Board (MSPB), Equal Employment Opportunity (EEO), grievance/arbitration); in-depth knowledge of Chapters 43 and 75 and related rules, regulations and procedures governing performance-based and adverse actions, including MSPB and other applicable appeal procedures; researching MSPB case law, OPM regulations and other relevant laws, rules and regulations and applying research to support recommendations; understanding the function of the probationary period and its impact on management options; understanding employee rights to medical accommodation and its impact on disciplinary and adverse actions; implementing leave restrictions; advising managers on the implementation of one or more work-life programs (e.g. flexi-place, alternative work schedules, etc); in-depth knowledge of performance management issues and regulations; supporting an incentive awards program. Candidates MUST have U.S. citizenship or the ability to obtain citizenship, and be able to pass a government background investigation.
