Labor Relations Specialist The City of Gainesville, Florida is seeking a progressive Labor Relations professional with a proven track record of managing multiple collective bargaining agreements and negotiating targeted outcomes across the portfolio of agreements and to serve as a chief spokesperson for negotiations for assigned collective bargaining agreements. This position is also responsible for the day-to-day administration of the agreements including discipline and grievance handling. The City of Gainesville has approximately 2200 employees who provide our residents with a wide variety of municipal services. These include police and fire protection, planning and development services, and parks, recreation and cultural opportunities. The construction and maintenance of the city's infrastructure is overseen by our public works department which also operates our regional transit system. The City owns and operates Gainesville Regional Utilities, the 5th largest municipal utility in Florida, which offers electric, water, wastewater, natural gas and telecommunication services. The Labor Relations Specialist position is in the Human Resources Department and works closely with the Human Resources Director as well as other staff focused on labor and employee relations. Comprehensive support is available to Labor Relations from specialists in compensation, staffing, and employee development. The City's HR Department has 25 employees, both generalists and specialists. As the Labor Relations Specialist, you will: Assist in the development, implementation and management of the City's labor relations strategy Assist management with disciplinary and grievance activities, including providing policy and labor agreement interpretation. You will also prepare written responses for disciplinary action and grievances and write contract language Conduct independent research, and propose recommended solutions to policy questions, proposed changes to the agreements, and other related issues Analyze effects of negotiated proposals and contractual agreements to determine fiscal and operational impacts on the City Conduct inquiries and investigations relative to labor and employee relations Serve as a resource for all matters pertaining to labor and employee relations The ideal candidate will have considerable knowledge of the principles, practices, methods, and theories of public employee collective bargaining and labor law as it applies in the State of Florida; the ability to interpret and apply state and federal laws including FLSA, FMLA, ADA, & ADEA; experience with interest based (mutual gains) bargaining; and the ability to work effectively with elected officials, charter officers, and other stakeholders in a local government agency To be considered for the Labor Relations Specialist position, you must have graduated from an accredited four-year college with major course work in labor law, personnel management, business administration or related subject and four years progressively responsible experience in personnel administration with an emphasis in labor/employee relations along with experience negotiating collective bargaining agreements preferably in a multiple-union environment. Excellent writing and communication skills are essential. An equivalent combination of education and professional experience may be substituted; a J.D. may substitute for two years experience.
