SUBSTITUTIONS: Eight years of full-time work experience in any field may be substituted for the required baccalaureate degree. Candidates without a baccalaureate degree may combine work experience and college credit to qualify as follows: A maximum of 90 semester hours may be combined with experience to qualify. 15 to 29 semester hours credit will substitute for one year of experience. 30 to 44 semester hours credit will substitute for two years of experience. 45 to 59 semester hours credit will substitute for three years of experience. 60 to 74 semester hours credit will substitute for four years of experience. 75 to 89 semester hours credit will substitute for five years of experience. 90 or more semester hours credit will substitute for six years of experience. College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of six years full-time work experience. Candidates with 90 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to qualify. NOTE: Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies: the Middle States Association of Colleges and Secondary Schools; the New England Association of Schools and Colleges, Incorporated; the North Central Association of Colleges and Secondary Schools; the Northwest Association of Secondary and Higher Schools; the Southern Association of Colleges and Secondary Schools; the Western Association of Schools and Colleges.  Supplemental Information: As part of a Career Progression Group, vacancies may be filled from this recruitment as a Human Resources Consultant A, Human Resources Consultant B, Human Resources Consultant C or Human Resources Consultant Specialist depending on the level of experience of the selected applicant(s).  The maximum salary for the Human Resources Consultant Specialist is $81,682.00.  Please refer to the 'Job Specifications' tab located at the top of the LA Careers 'Current Job Opportunities' page of the Civil Service website for specific information on salary ranges, minimum qualifications and job concepts for each level. Level of Work: Entry. Supervision Received: Direct from a Human Resources Consultant Supervisor or higher level administrative official. Supervision Exercised: Provides advice and technical assistance to agency Human Resources personnel in designated program areas. Location of Work: Department of Civil Service. Job Distinctions: Differs from Human Resources Consultant B by the absence of experienced level responsibility of professional program assignments.  Examples of Work: Reviews agency actions that are submitted under delegated authority. Advises supervisor of problems encountered during review of delegated actions. Communicates corrective actions needed to agencies and follows up to ensure such actions are completed. Assists in the review of selected groups of positions to determine the appropriateness of allocations and the equity of pay grade assignment through application of an established evaluation system. Participates in the study of positions and jobs to determine duties and responsibilities; compares the work assignments to other positions in the public and private sectors and researches the history of jobs and their usage by agencies. Assists in the development of job specifications. Participates in the preparation of salary survey documents to obtain information on the pay rates of benchmark jobs and assists in the evaluation of the data received. Participates in the development of new, and the revision of existing, qualification requirements for assigned jobs after performing job analyses. Participates in the development of experience and training selection instruments for assigned jobs after conducting job analyses. Evaluates and assigns ratings to applicants using application or supplemental questionnaires based on the quality, quantity, recency and relatedness of the applicants' experience, achievements, education and training. Evaluates applicant qualifications for classified jobs. Conducts feasibility studies of test research and development projects; analyzes data collected and prepares reports containing findings and recommendations. Reviews, evaluates and admits applicants to exams according to qualification requirements. Counsels applicants on job opportunities based upon education, experience and training. Develops and presents informational and recruiting programs and materials on Civil Service employment opportunities.
