Director, Human Resources Information Systems (0295) Department: Human Resources Reports to: Chief Human Resources Officer Applicaton Due Date: Open until filled Position Start Date: ASAP Salary Range: $87,000 to $95,000 DOE Work Year: 235 days SUMMARY OF POSITION: To manage development, implementation and maintenance of all human resource data processing systems. To establish, maintain, and ensure data integrity, timeliness and accuracy of reporting and generation of computer-based analysis in line with District, HR Department, business owner and end-user requirements. RESPONSIBILITIES: 1. Create Human Resources Information Systems (HRIS) strategy in alignment with overall HR Department and District vision documents. 2. Manage systems development, implementation, upgrade and maintenance of all human resource data processing systems. 3. Advise business process owners on overall process enhancements and recommend process optimization alternatives. 4. Confer with business process owners and end-users to identify, quantify and understand business and automation needs. Advise or recommend HRIS based options and problem-solving strategies. Incorporate external perspectives as appropriate. 5. Establish, maintain, and ensure data integrity, timeliness of reporting and generation of computer-based analysis. 6. Manage and maintain security, integrity and confidentiality of all HRIS systems, as directed. 7. Establish, maintain or participate in the development of: HRIS system values, user codes, system structure and parameters, system security and hierarchy, report-writer characteristics, design and distribution of system related forms/documents, HRIS back-up and systems maintenance. 8. Direct and manage original, on-going HRIS-based research and analysis of specific human resource activities, including, but not limited to, recruitment, selection, applicant tracking, testing administration, compensation, classification, training and career development, unemployment compensation, workers compensation, health benefits and other human resource disciplines, as required or requested. 9. Direct and manage creation and accuracy of Human Resources data reports, including but not limited to, employee data submissions to the Colorado Department of Education, Board of Education personnel reports, and monthly Departmental metric reports. 8. Manage effective and diplomatic oral and written communications, both internally and externally, with staff, departmental employees, vendors and others. 9. Lead liaison activities with other stakeholder departments, including: Payroll, Department of Technology Services, Risk Management, senior Administrative Staff, as well as designated administrators, directors and managers. 10. Direct the monitoring and measurement of HRIS technical performance and develop, recommend, and implement approved system enhancements, edits, and/or customization. Create or revise related HRIS policies, procedures and guidelines. 11. Supervise, train and develop staff. Lead and provide technical direction, guidance and training on designated HRIS activities to HR staff, administrators, and designated individuals or groups, as directed. Coordinate with district training staff as needed. 12. Maintain a current and active knowledge of designated employment, compensation, tax, and benefit laws or regulations that impact HRIS administration, and updates HRIS systems accordingly. Acts in compliance with employment, compensation, tax, and benefit laws or regulations. 13. Perform other related duties, including special projects, as required or requested. EDUCATION/WORK EXPERIENCE REQUIREMENTS: • Bachelor’s degree in an appropriate discipline. • Seven (7) or more years of process management, software design and implementation and/or HR leadership experience. • Demonstrated experience in managing multi-faceted projects, including coordinating the workload of other individuals, meeting or exceeding all project deliverables and milestones, identifying problems with a project and escalating appropriately when necessary, and diplomatically resolving problems within a reasonable timeframe. • Demonstrated working experience with a variety of computer hardware and software used to deliver, support, manage and maintain HRIS. • Demonstrated experience producing original, independent research and analysis of complex business issues, and producing original recommendations based on defined objectives. • Demonstrated working knowledge of various human resource functions, and experience working successfully with employees and management on HRIS issues. EDUCATION/WORK EXPERIENCE PREFERENCES: • Graduate degree in an appropriate discipline of business, information technology, or other relevant field. • Advanced working knowledge of Lawson, as well as current and past DPS data-input processes. • Past experience with managing population databases (i.e. employee data) and related processes. • Demonstrated experience implementing and managing technical systems and processes. TECHNICAL SKILLS AND/OR ABILITIES: • Ability to prioritize and successfully manage multiple, complex projects simultaneously. • Broad knowledge of various technology systems, DPS administrative functions, and process improvement methodologies. • Ability to communicate effectively both orally and in writing, including drafting memos, drafting complex reports, and conducting formal presentations for all levels of management. • Demonstrate proven leadership skills and management experience. • Ability to work independently and collaboratively. • Ability to take initiative, be proactive, and demonstrate motivation. • Ability to work, communicate with, and influence other school district personnel at all levels. • Demonstrate high degree of integrity in handling confidential information. • Possess temperament to work under pressure and maintain effective working relationships with coworkers and other district employees. LICENSES: None Required. PERFORMANCE: • Demonstrated experience complying with established Human Resource and departmental policies regarding: attendance (absences, tardiness, sick leave and vacation use, and other scheduled or unscheduled absences); dress code; customer/member services; safety, security, and disaster; and other policies, procedures, and practices. • Demonstrated effective and diplomatic oral and written communication. • Demonstrated leadership and managerial abilities. • Demonstrated project management abilities on multiple complex projects/programs. PHYSICAL/ENVIRONMENTAL CHARACTERISTICS: • Essential duties are routinely performed in a general office environment. • Compliance to security and safety procedures, including use of Personal Protective Equipment (PPE), is required.
