Reviews employee training and development policies, procedures, and guidelines for impact on organization practices.Provides managers and employees with information about the organization's employee training and development policies, procedures, guidelines, advantages, and opportunities. Serves as the technical expert on employee training and development programs, policies, or practices at the national level. Responds to training program questions and situations where there is the potential for serious impact on the agency's mission. Develops solutions to extremely complicated problems with potential to impact all employees or the entire Human Resources program for the organization, such as those situations involving labor agreements, succession development, or issues subject to court orders or consent decrees.
