As a Human Resources Specialist (Labor and Employee Relations) within the Office of Human Resources Management, you will provide the full range of labor and employee relations support to your assigned organizations.   You will provide advice and guidance to management covering a broad range of employee relations matters including, but not limited to, conduct- and performance-based disciplinary and adverse actions, medical issues including fitness-for-duty exams, probationary and trial period terminations, leave management, interpretation of personnel policies, directives and collective bargaining agreements and others.   You will prepare disciplinary proposals and decisions, and will work closely with management to effectuate such actions as part of a larger goal of maintaining employee integrity in a law enforcement environment.   You will work closely with CBP's attorneys while adjudicating labor and employee relations matters and will perform case research using computerized research software.   You will provide training on a variety of employee relations topics.  You will also provide labor relations support to management by advising on the implementation and interpretation of applicable collective bargaining agreements.   You will prepare grievance decisions, adjudicate information requests and requests for official time, dues withholding and other normal and recurring labor-related issues.   You will work on unfair labor practice charges filed against management and will assist in preparing for grievance arbitration.   You may be responsible for preparing and giving training in formal or informal settings and you will be called upon to negotiate agreements with local labor representatives.   You will maintain information on your caseload by inputting data into a specialized case management software program; you will be responsible for compiling reports using that software and presenting the data to your supervisory chain and local managers.   You will perform other duties, as assigned.
