OBJECTIVES OF POSITION Provide professional human resources support and counsel to WSC employees and departments regarding general human resources issues. Perform, administratively control and oversee the daily aspects of the recruitment process ensuring compliance with government and company guidelines and achieve recruitment objectives within time deadlines. MAJOR ACCOUNTABILITIES Provide general HR support to departments and employees regarding policies/procedures, benefits and employee relations issues. Develop recruitment strategies, develop position descriptions/analyze new positions, ensure paperwork is completed. Perform and organize the daily aspects of the recruitment process to include: determine best sourcing strategies, track applicants, conduct interviews, work with departments on selection critieria and make the best hiring decisions. Extend offers and manage the onboarding process. Develop an extensive external sourcing network to expand diversity and a targeted applicant pool. Others duties to include new hire orientation, employee communications meetings, temporary staffing projects and other duties as assigned. Description:
The incumbentperforms a variety of technical and administrative duties associated with recruitments, staffing, reduction-in-force, and processing certain types of personnel actions. Administers all in-service placement including any mandatory OPM, Department of Health and Human Services, IHS programs, promotions, reassignments, details, etc. Also has continuing contact with operating officials to keep informed of program requirements in order to meet personnel needs. Advises operating officials on availability of employees, qualifications, recruiting time schedules, nature of appointments that may be made, and other regulatory and policy requirements, which must be considered. Administers out-placement programs by giving advice and assistance in obtaining employment with other agencies (both employees voluntarily seeking other employment and employees adversely affected through reduction-in-force). Provides assistance to all applicants regarding placement with both the IHS and other Federal agencies. Coordinates management/employee participation in candidate evaluation and its relation to consideration for selection. Prepares vacancy announcements, including all mandatory information and instructions. Receives and examines applications to make qualification analysis. Reviews selections to determine that regulatory and procedural requirements were met; maintains the applicant file. Prepares answers to congressional or other correspondence regarding application for transfer, employment or promotion. Notifies all applicants of action taken whether or not they were basically qualified. Coordinate Title 38. Pay flexibilities such as Recruitment, Relocation and Retention bonuses, above minimum rate. Coordinates IPA's and MOA's for employees detailed to Tribal Organizations. Performs other related duties as assigned.
