Handles the most difficult and complex cases such as disability retirements and contested issues. Conducts fact finding needed to support technical decisions; sets forth the final decision and the basis for conclusions; and maintains the appeal file to serve as the administrative record in the event of a further appeal to the Merit Systems Protections Board. Acts as subject matter expert on the Thrift Savings Plan and is aware of stock market fluctuations that affect interest rates payable by the investment funds of the TSP. Interprets and prepares informative material for employees on new, changed, and pending policy, and outlines impact on existing benefits program entitlements for management. Incumbent counsels management, employees, and beneficiaries on program coverage, options, variance in coverage, and advantages and disadvantages of benefits. Serves as the technical expert on injury compensation claims and benefits issues, retirement benefits issues, health benefits, and insurance coverage options. Additionally, individual performs internal and external placement duties, including carrying out special placement activities and providing interpretation and assistance on the agency Merit Promotion program. Classification duties include assigning title, pay plan, grade and other characteristics to federal positions. Performs pay administration by applying federal pay setting techniques.
