This position is located in the busy Human Resources Office at the VA Chief Business Office (CBO).  This is an additional position in support of the especially high activity levels due to substantial customer-based expansions.  You will negotiate for or advise on a variety of employee relations programs and labor relations partnerships.  You will serve as an advisor and consultant to HRC and client organizations, management, supervisors, and employees.  Duties will include:   Providing employee and labor advice and guidance to management officials. Providing assistance to the Regional Counsel staff in preparation of MSPB appeals, evidence in files, and third party proceedings. Ensuring all responses to proposed disciplinary actions, grievance appeals, and UPL’s are within prescribed time limits. Providing guidance to supervisors and managers and ensuring regulatory compliance with Leave Program entitlements and Leave management. Ensuring compliance with all aspects of the security clearance program.  This position involves a multi-grade career ladder.
