What are the Major Duties of this Position?The incumbent serves as liaison between the labor union and managers Bureau-wide.  Responsibilities include researching case law and responding to local union correspondence.The incumbent administers, monitors and coordinates the employee relations component; provides technical advice to management, and supervisors on employee relations and grievance issues; maintains constant contact and communication with the Employee Services Managers regarding employee relations, grievance issues, disciplinary actions and related situations; monitors and coordinates the activities of the disciplinary actions and occasionally unfair labor practices; and assists with the interpretation of federal employment statutes, implementing regulations, and applicable labor contract provisions.The incumbent assists in developing, designing, modifying, and/or overseeing the training materials for presentations; conducts training and orientation regarding disciplinary actions, the grievance process, the Personnel Manual, OPM directives, the Master Agreement, and other areas as requested; participates in the development of procedures to support and define procedures on time and attendance and employee conduct; and schedules, conducts, and/or attends meetings with other divisions regarding employee services issues.Incumbent will research disciplinary and adverse action issues ongoing at institutions, as directed by the Supervisory Labor Management Relations Specialist.  Incumbent will assist in providing supervisors and management officials with advice in the area of correcting employees' poor performance.Provides technical advice for third-party arbitration hearings of a routine nature.  Schedules interviews, distributes affidavits and provides technical support to Labor Relations Specialists when preparing for cases.  Periodically arranges meetings for Labor Relations Specialists and outside representatives of agencies such as the Federal Labor Relations Authority (FLRA) and the Merit Systems Protection Board (MSPB).Assist managers in conducting pertinent inquiries on grievances, appeals, and proposed adverse actions and provides advice on personnel policy, administrative regulations, and employee rights and services.
