Major Duties:
The primary purpose of this position is to serve as the Chief Equal Employment Opportunity (EEO) Counselor, manage the base EEO Discrimination Complaints program and provide technical advice and assistance regarding the EEO program. Serves as principal advisor to the wing commander on EEO discrimination complaints, and Alternative Dispute Resolution/Mediation (ADR) matters with responsibility for planning. developing, and carrying out the full range of EEO advisory services for the wing and all tenants on the installation. Manages the civilian Equal Employment Opportunity (EEO) program. Provides consultation guidance, and assistance to management and employees on the full scope of the EEO program. Plans, directs, and implements procedures to process informal and formal level complaints at the installation. Plans analyzes, conducts and completes EEO program case-related actions and accomplishes proactive EEO functions. Develops case materials and validates complaints to ensure regulatory compliance for timelines and substance. Develops case materials by personal interviews with complainant, complainant s co-workers, supervisors, and top level management officials in an effort to resolve the complaint. As principal EEO advisor for the Commander, provides advice, assistance and training to managers, commanders, and employees about the EEO process. Manages the Alternate Dispute Resolution (ADR) Program of the installations and tenant activities. Provides program oversight, implementation and technical advice to the commander and managers concerning the early resolution of grievances/complaints. Serves as ADR Champion Develops provides ADR awareness training and marketing of the program. Prepares budget estimates for program areas; prepares and maintains appropriate budget-related documents. Works with wing budget office to obtain monitor, and track program funds.

QUALIFICATION REQUIREMENTS:
SPECIALIZED EXPERIENCE:
One year equivalent to at least the next lower grade level (GS-7). Experience that demonstrated the knowledge, skills and abilities to perform the work of the position to be filled.
OR
EDUCATION:
Master's or equivalent graduate degree
OR
2 full years of progressively higher level graduate education leading to such a degree.
OR
LL.B. or J.D., if related to the position being filled.
OR
COMBINATION OF EDUCATION AND EXPERIENCE:
Combinations of successfully completed post high school education and experience may be used to meet the total qualification requirements.
