Description Job Description Job Title: Recruiting Manager Job ID: 33208 Location: NV, Las Vegas Full/Part Time: Full-Time Regular/Temporary: Regular Position Details POSITION OVERVIEW: The Recruiting Manager is responsible for all professional recruiting activities including the management of all sourcing activities.  Supervise and direct the activities of the recruiting staff.  Develop, manage, and maintain high quality recruiting practices.  Market and sell Cox Communications to potential candidates through written, verbal and face to face communications.  Build relationships with recruiting resources to recruit permanent employees.  Ensure system meets EEO/FCC reporting requirements. ORGANIZATIONAL STRUCTURE: Position reports to: Director, Compensation & Employment Direct Reports include: 2 Recruiters 1 Recruiting Coordinator RESPONSIBILITIES: Oversee, manage and develop the skills sets of  recruiting staff. Source, identify, screen and propose top-performing candidates for open leadership (Supervisor, Manager and Director) positions using aggressive and creative sourcing techniques.  Participates in leadership position panel interviews to help select best qualified candidates.  Develop sourcing strategies to promote Cox's diversity initiatives and ensure compliance with EEO and Affirmative Action plans. Maintain weekly, monthly and quarterly staffing reports and metrics including employment scorecard.  Analyze recruiting needs and develop specific recruiting strategies to support internal customers including succession planning.  Build and maintain pools of qualified candidates for the organization¿s various functional levels. Ensure that the Cox Las Vegas system hires and promotes qualified employees by effectively recruiting, interviewing and recommending applicants/employees for employment/promotions and performing those tasks within established company policies and procedures and applicable local, state and federal law.  Ensure hiring and promotions are done without bias, within established company policies and procedures and applicable local, state, and federal laws. Oversee new hire on-boarding, ensuring that every new hire has a positive, polished and professional experience through orientation (registration phase, I.T. overview and new hire orientation). Facilitate direct reports in providing coaching and development, career and interview guidance to employees. Take initiatives on changes that affect processes within the scope of the recruiting function. Promote favorable image of company and develop key contacts with professional organizations for obtaining talented professionals. Oversee employment advertising campaigns and programs and leverage existing avenues to promote Cox¿s image as the employer of choice for the Las Vegas Valley community. Work closely with HR Management to assure proper process flow and to meet internal customer expectations. Consult hiring managers to recruit, screen and interview. Track/monitor recruitment costs and prepares reports as required. Conduct research and analyze data.  Analyzes quality of hires to ensure that qualitative expectations are being meet or exceeded. Complete detailed compliance reports as required on a local system and / or corporate level. Involve other members of Human Resources and Training, as necessary, in order to meet recruiting deadlines or to complete employment projects. Conduct Targeted Selection training a minimum of once quarterly. Ensure job offers are made with appropriate management approvals and within company guidelines and established wage scales; arrange relocation, if applicable Meet short term staffing needs through the use of Employment Agencies and utilizes various types of search firms, as necessary, and is responsible for negotiating rates and contracts. Ensure departmental staffing stays within budgeted, approved levels by comparing budgeted positions against actual number of employees and adjusting hiring efforts accordingly. Establish and maintain effective communications and working relationships with internal personnel. Assist in the accomplishment of company objectives by performing other related duties as assigned. QUALIFICATIONS: Minimum 8 - 10 years experience required in sourcing, recruiting, and behavioral interviewing required.  Experience in recruiting exempt executive positions required. Minimum 3 ¿ 5 years experience managing a high-functioning team of recruiters required. Bachelor¿s degree in related area, or equivalent experience required. Experience utilizing creative recruiting methods, including social media, to source, attract, and recruit exemplary talent. Previous experience conducting Affirmative Action Planning and Equal Employment Opportunity recruitment efforts and annual reporting Excellent analytical, interpersonal, communication and negotiation skills Must possess excellent organizational, communication and customer service skills. Experience with an applicant tracking system Working knowledge of affirmative action plans. Experience working in a fast-paced, change-oriented environment. Ability to motivate, mentor and provide supervisory oversight. Prior experience in effectively managing employees, recruitment and employment processes, projects and initiatives. Strong analytic skills necessary to accurately assess needs, quantify requirements, anticipate future consequences of hiring decisions and report results. Creative problem-solving skills, conflict resolution capabilities, and project management expertise. Knowledge of accepted human resource management policies and the related legal framework, with emphasis on recruitment and hiring. Ability to establish and maintain effective public relations with recruiting sources and community organizations. Ability to establish and maintain effective working relationships within the company and with outside contacts. Proficiency in Microsoft Office Software Suite, particularly Excel and Word. Ability to communicate effectively and interact with a diverse employee population. Ability to report, write or edit articles for publication, prepare and deliver lectures, interview, counsel or advise people and evaluate technical data. Ability to perform arithmetic calculations involving fractions, decimals, and percentages. Recommended Knowledge, Skills, Abilities: Willingness to work flexible hours which on occasion extend beyond typical business hours into the evening and on Saturdays.
