****MUST HAVE OSHA 1910.119 (PROCES SAFETY) HANDS ON EXPERIENCE****** General duties: This position will be a refinery management staff position reporting directly to the Corporate Process Safety Manager. It is a full time regular exempt-level position, Monday through Friday, 40 hours a week. The primary responsibilities for this position include the development, implementation and maintenance of Process and Occupational Safety programs. This person will work directly with the Plant Managers to plan and develop operating strategy that will ensure the safety of our employees and compliance with State & Federal Regulatory requirements. This position is also responsible for the over-site of environmental regulatory requirements. Duties include but are not limited to: Ensure that all employees have input and involvement in the development and implementation of safety systems. Ensure that all process safety information is complete and available for use and review. This includes the hazards of the chemicals, technology of the process and information pertaining to the equipment in the process. Manage and maintain any Process Hazards Analysis and resulting recommendations according to company policy. Work with the Operations Department to insure all operating procedures are up to date and that employees have access to current copies. Insure that training on procedures is effective and consistent with OSHA requirements (OSHA 1019.119.) Develop and implement the company EH&S training program and ensure that it adequately addresses training requirements for all new employees and refresher training for existing employees. Ensure all necessary Management of Change and Pre-start-up Safety Reviews are conducted in accordance with company policy and maintain the documentation and tracking systems. Oversee the implementation and management of the company contractor program. Administer the contractor pre-qualification process. Ensure contractors working on or adjacent to the facility meet minimum training, safety and competency requirements. Inform all contractors of hazards, emergency procedures and safety procedures for doing work on site. Responsible for ensuring the company Mechanical Integrity Program complies with the requirements outlined by OSHA PSM and other applicable codes and standards. Responsible for maintaining the work permit process and working with the Operations Department to ensure its effectiveness. Responsible for managing the incident investigation process, the report and related document and tracking resulting recommendations. Responsible for developing and implement an emergency action plan for the facility. Maintain the company fire brigade and ensure adequacy and competency in performing all required duties. Conduct periodic compliance audits to insure that the company's safety and PSM program is effective, efficient and compliant. Development and implementation of the refinery Heath and Safety programs including but not limited to: Confined space, Respiratory protection, Personnel protective equipment, Fall prevention, Haz-com, Hearing conservation, Chemical exposure control, Walking and working surfaces, Hazwoper, Medical first aid, Powered industrial trucks, Energy isolation (LOTO), Machine guarding. Oversee the design, operations and maintenance of refinery fire protection systems. Ensure that regulations are translated into effective company procedures to comply with Federal, State and local regulations. Implements National Interagency Incident Management System/Incident Command System Implements Hazardous Communications and Hazardous Waste Operations programs Manages projects permitting (State & Federal) Assists in implementation of Security Plans Implements Contingency Plans & Spill Prevention Countermeasures Experience Required: Must be able to read, write, and orally communicate in English. Demonstrated ability to work cooperatively with others, and possess training skills necessary to perform job requirements. Must be proficient in Microsoft Office and possess good technical writing skills. Minimum five years experience in a refinery/petrochemical industry. Minimum ten years occupational health and safety experience with emphasis on process safety management. Minimum five years experience in occupational health and safety at the supervision or management level. Hazardous materials & spill response training. Experience in conducting process hazards analysis and job safety analysis Training and experience in leading incident investigation teams Experience Preferred: Knowledge of refinery processes, equipment, piping, tank farm, truck loading, pipeline(s) and utilities. Some experience in the area of environmental protection with emphasis on clean air, water, waste, and storm water protection plan. Education Required: High School diploma Minimum two year degree in the field of Occupational Health and Safety. Significant continuing education in the field of occupational health and safety, fire prevention and protection and environmental protection.
