Major Duties:What are the Major Duties of this Position?The incumbent manages a program requiring a dynamic administrative approach to continual changes in regulations and executive orders and to newly mandated ones. In addition to occupational safety and fire protection, a high emphasis is placed on new environmental regulations and executive orders that have evolved from the past decade to the present.Incumbent also develops safety and environmental programs designed to comply with specific regulatory requirements, such as confined space entry, control of hazardous energy, machine guarding, fall protection, hazardous waste, chemical spill response, fire emergency response/evacuation, workers' compensation and hazard communication. The programs are developed and adapted to meet the specific needs of the institution.Incumbent serves as the principal technical advisor and subject matter expert to management at the facility for the development,implementation and enforcement of safety, fire prevention andsuppression, occupational health/safety and environmental programs, workers' compensation programs, and for conducting the on-going specialized training for both staff and inmates as mandated by the Bureau of Prisons and other federal and private agencies, such as OSHA, EPA, FDA, USDA, DOL, NFPA, etc.Conducts monthly inspections of all work areas of the facility to ensure compliance with OSHA regulations. To accomplish this task,the incumbent is required to evaluate hazardous industrial andfacility work environments for compliance with specific OSHAstandards. The incumbent must have specific and thorough understanding of: industrial, construction and facility processesthat exist within the institution and the OSHA standards thatapply to each.Conducts monthly inspections of the institution to ensure compliance with the National Fire Protection Association's Life Safety Code. Responsible for negotiating fire protection agreements/policy with local fire departments. The incumbent must apply a broad knowledge of fire protection principles and practices in order to properly evaluate the total concept fire protection strategy employed at BOP facilities.Due to security features with a correctional setting, it is critical that institutions be designed, constructed, maintained and operated to minimize the possibility of a fire emergency. As a result the incumbent reviews all alteration and renovation plans to insure compliance with applicable sections of the NFPA National Fire Codes. Special emphasis is placed on compliance with the latest edition of NFPA 101 (Life Safety Code).Conducts monthly inspections of the institutions to ensure compliance with EPA regulations and Executive Orders. The incumbent must have a broad and general knowledge of regulations pertaining to: the Resource Conservation and Recovery Act, Clean Water Act, Clean Air Act, Emergency Planning and Community Right to Know Act, Toxic Substances Control Act, Asbestos Hazard Emergency Response Act and the National Environmental Policy Act.Incumbent is responsible for providing OSHA certified courses toinstitution staff and inmates.The incumbent is responsible for developing and implementing theinstitution's bio-terrorism response program to include developing written procedural requirements, selecting personal protective equipment, training the response team, providing awareness training to all staff, contacting and coordinating with outside agencies and preparing after action reports.Communicates and coordinates corrective action with Regional Safety Administrator, Warden, Associate Wardens, and department heads regarding occupational safety, environmental health and fire protection and life safety.Ensures compliance with safety and environmental standards pertaining to the American Correctional Association and the JointCommission on Accreditation of Health Care Organizations.Develops and operates a workers' compensation program designed toprovide effective case management and cost containment. Coordinates the development of temporary alternative duty assignments, maintains employee workers' compensation files, assists employees with submitting claims, processes and tracks workers compensation claims, resolves workers' compensation related problems, key member of Workers' Compensation Committee and the key liaison with the Department of Labor/Office of Workers' Compensation Programs.Investigates all accidents, including staff and inmate injuries.Administers service for reporting injuries of both staff and inmates. Maintains injury reports on all staff and inmates.Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution.
