This position has the responsibility for the strategic planning and management of employee based safety programs throughout HFA. Reporting to the Director of HR Operations, this position will encompass both analysis and administration of the employee safety management functions. This position is responsible for developing, implementing and monitoring safety systems, programs and policies to ensure the overall safety and health of staff and regulatory requirements are met. This individual shall work closely with all HFA affiliates to ensure that adequate safety management functions are understood and performed.Provides leadership, strategic planning and subject matter expertise that ensures employee safety (non-clinical) systems and programs are developed, implemented and monitored across HFA that align with agency operations and strategy. Partners with agency leaders across HFA regarding their accountability for adhering to agency safety programs, procedures, rules and practices. Partners with Standards, Facilities and Property on safety/health/security initiatives as appropriate and assures state and federal regulatory compliance. Provides leadership and establishes a formal system to enable Safety, Standards, Facilities and Property to work together and integrate their actions toward a set of common goals assuring that each group understands their roles and responsibilities in support of the overall HFA safety program. Participates /chairs staff related (non-clinical) internal safety committees composed of representatives from various departments throughout HFA to address employee safety needs and find solutions to risk exposures. Promotes knowledge transfer of safety information to committee members and agency leaders. Establishes appropriate measures for cost and effectiveness of the HFA Loss Control Program. Conducts periodic safety inspections personally or through support of assigned staff/committee members to assure compliance with safe work practices and safety rules, regulatory compliance and to promote the reduction of accidents/injuries. Conducts comprehensive analysis of accidents and their root causes and drives the execution of tactical and strategic initiatives in order to eliminate hazards and reduce or eliminate risks and drive continuous safety improvement. Actively participate in the investigation of significant/severe accidents as appropriate.Partners with Employee Health and leadership to manage claims and to contain and control workers compensation cost while assuring the safety and appropriate care of staff. Serves as the agency representative for employee safety with external regulatory and oversight agencies such as OSHA. Act as a key channel for ensuring timely communication of significant safety activities and events. Ensures systems are in place and partners with Learning Institute, Standards, Facilities, Property and Operations to assure mandated training is implemented and conducted. Communicates and promote best safety practices and recommends/implements continuous safety improvement initiatives. Ensures that organizational leadership is informed of employee safety issues on a regular basis. Oversee and enforce “how’s my driving” program. Keeps abreast of safety related technological developments, laws, regulations, methods and practices. Performs other activities as assigned. Bachelor's degree or combination of education and experience. 5+ years of related safety leadership experience preferably in a human service organization. CSP or similar certification beneficial. Demonstrates depth and breadth of safety knowledge with ability to acquire, understand and interpret safety regulations as they apply to staff of all HFA Affiliates; detail oriented but able to see the big picture, develops cost effective compliance strategies while balancing appropriate risk, excellent interpersonal/communication skills, both verbal and written; ability to handle and prioritize multiple responsibilities, computer literate with Microsoft suite of products, familiar with organizational policies and procedures, ability to work effectively with staff at all levels to develop safety management procedures including leading teams or projects and share expertise.
