Individual, as an Analyst, Specialist, Trainer, or Subject Matter Expert, will be part of a Government, Prime, and Support Contractor team that provides Human Resource functions and processes to support each of the geographically dispersed Missile Defense Agency (MDA) locations. These functions include, but are not limited to: • Supporting the execution of organizational structure requirements definition and modification efforts • Planning and operation of human resource workforce management activities• Personnel training support• Matrix management supportThe primary duty locations are:• Huntsville, AL• Washington DC• Colorado Springs, COSome work will also be performed in:• Albuquerque, NM• Los Angeles, CA • Fort Greely, AKSome periodic travel may be required from any of the locations. The individual is expected to learn the MDA system from hands on experience as well as limited formal training and be able to effectively work directly with a wide cross section of the Agency.Specific Duties: As a Mid-Level Analyst, Specialist, Trainer or Subject Matter Expert with some training and oversight, must be able to oversee and train other team members to perform the following broad duties in at least one of the following functional areas:a. Government Civilian Services and Support: (1) Support MDA/DOH conferences, meetings, and event management activities to include site selection, vendor negotiations, event set-up and design, budget, and all necessary on-site meeting administration and logistics (2) Develop products, perform analysis, and provide recommendations to support the planning and operation of MDA/DOH management activities, including position management, staffing, recruiting, performance measurement and recognition, and training and career development(3) Support the improvement and re-engineering of MDA/DOH functions and activities to meet the requirements for acquisition workforce and other professionals, including analyzing and developing modern and effective human resources processes and operating procedures(4) Conduct surveys, requirements analyses, and assessments to promote the availability, retention, and servicing of human resources and to determine requirements for MDA/DOH information and automation needs. Prepare draft functional description and requirements documents with the analysis report, when appropriate. Requirements analysis will include alternative information processing methods and recommended options. (5) Assist with determining MDA/DOH information and automation requirements, and the impact of these requirements on the processes under development(6) Recommend improvements to manual processes and provide analysis and description of the recommended procedural changes and the expected benefits(7) Support National Security Personnel System, the Executive workforce, and other human resources initiatives(8) Support the review and evaluation of MDA/DOH staffing, manpower, and operations documentation and prepare briefings, papers, recommendations, and meeting agendas and minutes(9) Establish and maintain schedules for the development and implementation of human resources initiatives(10) Assist in information processing and data management, including maintenance of automated MDA/DOH systems and website information(11) Assist in the assessment and review of MDA/DOH workforce processes and activities, and support the development of recommendations, master plans, schedules and plans of action to re-engineer processes and business practices to increase efficiency and improve procedures and activities b. Military Human Resource Services and Support (1) Use internal databases, as well as military Service-unique systems to monitor assignment status of military authorized positions and assist with actions to obtain qualified replacement personnel to ensure 100% position fill(2) Monitor status of required and optional military personnel evaluations and assist in complying with military service regulations and timelines(3) Create and maintain tools to assist in the identification and timely processing of military awards and decorations for assigned, attached, and externally matrixed military personnel(4) Assist individual military members in preparation of miscellaneous military personnel action requests. Ensure timely and accurate support in processing requests to completion. c. Organizational Structure Planning, Execution, Transformation, and Synchronization (1) Maintain an organization structure change tracking system and audit trail to synchronize structure with approved position creation, abolishment, or realignment(2) Monitor and coordinate approved personnel position changes, additions, deletions, and make system entries in internal and external systems to reflect current status(3) Create inputs to internal systems to enable resource managers to allocate, track, and project personnel funding requirements d. Trainers of the MDA Workforce (1) Develop revisions and updates to the training curriculum and training course materials. Materials include basic documents, classroom presentations, and computer-based instruction materials. Serve as the training registrar. Coordinate course development, schedule, and publish courses. (2) Coordinate training presentations throughout each year, including multimedia and classroom logistics support(3) Support development and implementation of training programs for career development plans and goals. Perform the following: skills gap analysis, human capital strategic planning, manpower analysis and accountability, organizational analysis, multimedia training and course development, shareable courseware and resource modeling, instructional system design and web-based initiatives, workforce planning and modeling, employee organizational development and assessment. (4) Support the BMDS University which serves as the umbrella for all education, training, and career development activities in the Agency. Manage its website; perform registrar functions; track regulatory training requirements; generate reports; and develop online courses, as needed. e. Matrix Management (1) Support matrix management by functional managers. Support MDA/DOH government staff in providing personnel advice and assistance regarding government civilian and military personnel administration (e.g., rating process, civilian and military hiring actions, transfers, training program, employee development and training plans, performance plans and performance evaluations) (2) Establish, track, and maintain schedules for completion of personnel evaluations(3) Develop procedures for tracking of assignments and reassignments of all matrix managed personnel
