The City of Boise is seeking a Recruiter to join our Human Resources team. This position provides high-quality, end-to-end recruitment services from candidate sourcing and screening to extending job offers for a wide range of roles across the organization.
Working under limited supervision, the Recruiter plays a key role in attracting top talent, supporting hiring managers, and ensuring a smooth, professional, and welcoming experience for every candidate. This role fosters strong partnerships with internal departments, promotes inclusive hiring practices, and helps advance the Citys commitment to building a diverse and high-performing workforce that reflects the community we serve.
Performs all stages of the recruitment process while ensuring compliance with federal, state and local laws and regulations. Interprets and explains regulations, processes and systems to managers, supervisors and internal and external applicants. Approves and posts job vacancy requisitions, conducts intake and hiring meetings with the hiring manager, advertises vacancies to fill positions, conducts pre-screenings and refers qualified candidates to hiring managers.Supports interview coordination and facilitation for executive recruitments. Utilizes established compensation tools and guidelines to determine job offers, internal equity and available incentives. Writes candidate offer letters after the interview process, collects references and coordinates a seamless handoff of new employees to the pre-employment onboarding process.
Develops recruitment contacts, community partnerships and professional networks to attract highly skilled prospective employees. Researches and advises on the most effective and innovative recruitment techniques for reaching a diverse pool of qualified applicants. Attends recruiting events and career fairs.
Provides consultative services, including workforce planning, establishing service level agreements, regular recruiting metrics and developing sourcing strategies. Collaborates with divisions within Human Resources (HR) and hiring managers to address talent acquisition needs.

Bachelor's degree in human resources, business, public administration, or related field and five years of specialized professional human resources experience in recruiting or workforce planning, or equivalent experience and education.
Knowledge of: federal, state and local employment laws and regulations; employee recruitment and selection principles and practices; data collection and analysis; reporting and research techniques; program development and implementation; principles and practices of proper and effective business communication; and computer usage, including related software.
Ability to: apply techniques of human resources management and administration; coordinate multiple recruitments through strong organizational skills; speak to members of the public and businesses; maintain strict confidentiality of work and exercise tact and diplomacy; negotiate with others to reach a consensus or compliance; communicate effectively in the English language at a level necessary for efficient job performance; and perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.
Individuals must be capable of operating vehicles safely and have an acceptable driving record.
Preferred Knowledge, Experience, And Training
Seven years or more of experience providing professional recruiting and human resource services and a Professional Human Resources certification or senior professional Human Resources certification.
Licensing And Other Requirements
Valid state-issued driver's license.
