The Department of Human Resources , Labor Relations and Training Division , is seeking a motivated Labor Relations Specialist I to be part of a dedicated team tasked with supporting the City and County of Honolulu's labor-management relations effort and helping to shape fair and effective labor practices across the City. This position offers valuable experience and growth potential in the field of labor relations within public service and is a great opportunity for individuals who have a strong foundation in personnel or labor relations.

Duties and responsibilities of the Labor Relations Specialist I position includes, but are not limited to:
  • Participating in dispute resolution matters, including providing departmental assistance in the processing of grievances, meeting with departmental managerial and supervisory personnel, attorneys and union officials/agents to discuss and attempt to resolve labor relations matters.
  • Participating in the contractual grievance procedure, which may include serving as a hearing's officer for formal grievances at the Employer level.
  • Participating in collective bargaining negotiations for an assigned bargaining unit(s), which includes developing management proposals, reviewing Union proposals and evaluating for impact on operations, costs, employee morale, etc., evaluating problem areas in contracts for possible correction in renegotiations, etc.
  • Participating in the development and delivery of training to City managers, supervisors and/or employees on labor relations matters.
  • Participating in the development of administrative rules and policies and evaluating their effectiveness for future improvement.
  • Researching, reviewing, and studying current labor laws and regulations, arbitration decisions, and collective bargaining agreements, consulting with legal staff as needed.

EDUCATION REQUIREMENT :

Equivalent to graduation from a regionally-accredited four-year college or university with specialization in public or business administration, psychology or a related field.

Substitution : Work experience may be substituted for the bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.

The education requirement must be met at the time of application. Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. EXPERIENCE REQUIREMENT :

One year of professional experience in personnel management (human resources) or industrial relations.

Substitution : A Master's degree in Human Resources Management, Business Administration or Public Administration from a regionally-accredited four-year college or university may be substituted for the required work experience. The relevant Master's degree must have been completed at the time of application and listed on your application in order to be credited for the substitution. LICENSE REQUIREMENT :
