DESCRIPTION

Otterbein University is seeking a Benefits Manager in Human Resources who will be responsible for overseeing employee benefit programs, serving as liaison to employees and University insurance brokers in the administration of benefits and providing assistance to the Director of Human Resources as requested or assigned. This is a full-time, exempt position and reports to the Director of Human Resources.

JOB RESPONSIBILITIES

  • Manage the administration of all benefit programs, including medical, dental, vision, FSA, HSA, EAP, life, disability, retirement/403(b), educational benefits and wellness.
  • Monitor self-insured medical and dental claims, provide quarterly projections for budgeting purposes.
  • Responsible for compliance related to benefit plans, such as: ERISA, COBRA, ACA, HIPAA, CMS Disclosure, 1095-C/1094-C, PCOR fees, 5500, SAR, Notice of Creditable Coverage, annual legal notices, annual 403(b) audit, plan documents and Summary Plan Descriptions (SPDs).
  • Lead Fiduciary Retirement Plan Investment Committee.
  • Manage vendor relationships and oversee transitions to new vendors.
  • Partner with broker to identify recommendations for annual renewal process, develop open enrollment strategy/communications and oversee the open enrollment process.
  • Collaborate with vendors to develop and distribute benefit communications.
  • Manage implementations for new programs, plan changes and system changes.
  • Assist payroll by entering all benefit deductions for bi-weekly and monthly payrolls.
  • Conduct new hire orientations, counsel faculty and staff and handle claims issues.
  • Administer retiree benefits and communicate with retirees on matters concerning benefits.
  • Wellness Committee member, coordinate wellness activities and communicate through quarterly newsletter. Process invoices and reimbursements for wellness activities.
  • Process and manage FMLA, ADA, Worker's Compensation and OSHA.
  • Reconcile monthly invoices and enrollment.
  • Recommends changes in personnel policies, procedures and programs.
  • Assists the Director of Human Resources with special projects as assigned.
  • Other duties may be assigned.

SUPERVISORY RESPONSIBILITIES: May provide supervision of Human Resources Department staff and students as needed.

EDUCATION and/or EXPERIENCE: Bachelor's degree in Human Resources, Public Health or related field. Three (3) years or more of employee benefits/retirement administration, workplace wellness, health program planning experience or an equivalent mix of education and relevant employee benefits/retirement administration, workplace wellness, health program planning experience.

REASONING ABILITY: Strong work ethic to see a project through to completion consulting supervisor when unsure or beginning new project; ability to problem-solve and take initiative within the context of assigned duties; ability to plan appropriately in order to meet timelines. Must be able to work collegially with all levels of constituencies to provide exceptional customer service and resolve issues diplomatically; must keep confidential information.
