Working Title: Labor and Employee Relations Specialist

Classification: Human Capital Management Senior Analyst

What You'll Do:

  • Acts as the Department's Labor Relations Officer. This role includes:
  • Planning and directing the Department's Labor Relations Program;
  • Administering the Ohio Civil Service Employee Association (OCSEA) collective bargaining agreement and the Department's work rules policy;
  • Working with employees, management, and union representatives to resolve labor issues;
  • Investigating proposed discipline, complaints, and grievances;
  • Representing the Department in disciplinary meetings, hearings, arbitrations, mediations, and Labor Management Committee meetings;
  • Preparing and delivering labor relations training for management.
  • Acts as the Department's primary Performance Management Specialist. This role includes:
  • Overseeing and coordinating the Department's Performance Evaluation Program;
  • Serving as the ePerformance Administrator.
  • Consulting with supervisors on a regular basis regarding goal-setting and other performance tools;
  • Preparing and delivering training related to performance management;
  • Ensuring Departmental compliance with statewide and departmental policies related to ePerformance;
  • Running periodic reports to track completion and timeliness of evaluations;
  • Coordinating performance evaluation appeals.
  • Acts as the Department's primary Learning Management System (LMS) Specialist. This role includes:
  • Planning, scheduling, and coordinating agency training programs delivered through the statewide LMS;
  • Serving as the Administrator for LMS;
  • Creating participant rosters, training catalogs, and reference packets;
  • Entering supplemental learning on employee transcripts;
  • Assisting supervisors with training options to help employees reach performance goals;
  • Preparing and delivering training related to learning and development;
  • Running periodic reports to track course completion and timeliness.
  • Completes other HR duties as assigned. This may include:
  • Preparing and maintaining reports and records;
  • Participating in departmental committees;
  • Attending and coordinating departmental meetings, fairs, or other events;
  • Receiving training on an ongoing basis in assigned areas.

What We're Looking For:

  • A strong background in Human Resources, Labor Relations, or a related field.
  • Experience with running reports and analyzing data to identify trends.
  • Proficiency with HR or related applications and tools.
  • The ability to connect with employees of all levels in a positive and professional manner.
  • A willingness to learn and collaborate with others on a variety of projects.

3 yrs. exp. in human resources.

  • Or completion of undergraduate core program in human resources, business or public administration; 12 mos. exp. in human resources.
  • Or 1 yr. exp. as Human Capital Management Analyst, 64612.
  • Or equivalent of Minimum Class Qualifications For Employment noted above.

Preferred Qualification:

Experience in labor or employee relations preferred.

Unless required by legislation, the selected candidate will begin at Pay Grade 12, Step 1 of the exempt Pay Range Schedule ($30.96 per hour), with an opportunity for pay increase after six months ($32.71) of satisfactory performance and yearly step increases until you reach the top level of the pay range. There may also be annual cost of living adjustments (COLA) and longevity supplements begin after five (5) years of state service.
