Agency Overview

The Review Commission (the Commission) is composed of three members appointed by the Governor and a team of attorney hearing officers and administrative support staff. The Commission is independent of the Ohio Department of Job and Family Services (ODJFS) for purposes of delivering timely and fair hearings on unemployment insurance matters. The Commission conducts fair due process hearings on ODJFS unemployment insurance decisions appealed by claimant and employers. After a review of the facts, the Commission may affirm, reverse, remand, or modify ODJFS decisions. The Commission holds de novo or full hearings on appeal, offering customers a new review of disputed unemployment insurance issues in a fair and efficient manner. Job Duties

Acts on behalf of the Commission Secretary (e.g., supervise assigned staff; provides procedural & staffing direction in administrative areas, including customer service, subpoena processing records management, statistician & file copy processing); serves as liaison between the Secretary & administrative staff; as-sists in ensuring all Commission personnel comply with the work policies & procedures; interviews applicants; provides direction in the areas of customer service job duties, administrative job duties to the executive leadership & administrative team (e.g., tracking staff workloads, staffing levels, customer inquiries, & daily/weekly phone call reports); assumes responsibility & authority for the Commission Secretary's duties in Commission Secretary's absence (e.g. staff work processes & instructions, performance issues, disciplinary matters).

Analyzes & evaluates business matters as assigned (e.g. assets management, forms processing, supply requisitions backup, payroll); develops & revises ad-ministrative backup procedures (e.g. telephone coverage, file copy, overpayment processing, customer service administration for efficient operation of the Com-mission); provides technical assistance & program support to Commission Secretary in administration of leave, disciplinary actions, FMLA/ADA, timesheets, & other personnel actions as assigned.

Assists & provides administrative support for the Commission level docketing process (e.g. ensures all higher authority appeals are timely processed, dockets, reviews & provides summaries of Commission votes, prepares monthly al-low/disallow reports for the public meeting agenda); acts as proxy to confirm & input the votes in the appeals system; acts as backup for the court appeals process (e.g., requesting transcripts, compiling the record, collaborates with AG's Office to file the appellate record); assists & provides administrative support for the hearing officer attorney team, including but not limited to maintaining hearing schedules, compiling hearing preparation documents, assisting with the phantom docket process, & tracking assistance provided.

Supervises administrative staff; completes daily scheduling & daily direct interaction on phones representing the Commission at the highest levels of customer service & friendliness; provides evening phone hearing coverage as assigned or as need to support operational needs; submits help desk tickets, in a backup capacity; oversees the mail & file copy duties, & acts as backup, as needed; under-stands & follows the abides & enforces policies & procedures (e.g., no surprise rule); elevates issues up to the Commission secretary & leadership team as need-ed; processes & resolves issues in MyOhio, RC Express, OJI, Clear 2 There, & any other appellate systems of record; ensures the protection & security of confidential federal data.

Qualifications

4 yrs. trg. or 4 yrs. exp. in business administration management science or public administration.

-Or completion of undergraduate core program in business administration, management science or public administration; 2 yrs. trg. or 2 yrs. exp. in supervisory, administrative &/or managerial position.

-Or completion of undergraduate core program in academic field commensurate with program area to be assigned per approved Position Description on file; 2 yrs. trg. or 2 yrs. exp. in supervisory, administrative &/or managerial position or staff position involving planning, research &/or policy/procedure development.

-Or 1 yr. exp. as Program Administrator 1, 63122.

-Or equivalent of Minimum Class Qualifications For Employment noted above
