What You'll Do:

The Oho Department of Health's Office of Human Resources is seeking a Labor Relations Officer 2 to plan and coordinate labor relations activities and provide advice and guidance to management on labor relations matters, contract interpretation and policies. This position will:

  • investigate requests for discipline, prepare investigatory reports and act as pre-disciplinary meeting officer or a management representative at pre-disciplinary meetings
  • serve as agency designee for agency-level union grievances (e.g., works with management to consider settlement of grievances and issues grievance decisions)
  • represent agency in mediation and arbitration proceedings
  • assist labor relations staff in arbitration and mediation case preparation (e.g., researches case precedents, drafts position statements, prepares witnesses for testifying)
  • collaborate with the Office of Collective Bargaining (OCB) on contract interpretation
  • confer with and/or advise other agency staff (e.g., HR managers, agency program managers) regarding HR/labor issues (e.g., contract selection articles, probationary reductions, removals, conduct grid violations)
  • prepare and maintain required correspondence and administrative reports and records (e.g., grievances files/records, discipline file until decision made and case files for administrative hearings)

Position Qualifications:

24 mos. exp. in collective bargaining, which included labor relations & handling of grievances.

  • Or completion of undergraduate core program in human resources management or public or business administration that included coursework in human resources or labor relations.
  • Or 12 mos. exp. as Labor Relations Officer 1, 63471.
  • Or equivalent of Minimum Class Qualifications For Employment noted above.
