Performs duties which provide full range of Federal Civilian Recruitment and Placement services to customer offices.

Responsible for troubleshooting and resolving the most difficult and complex problems associed with comprehensive recruitment and placement services.

Facilites placement programs to include priority placement program (PPP), Reemployment Priority List (RPL) program, interagency career transition assistance plan (ICTAP), and the agency career transition assistance plan (CTAP).

Processes a full range of official personnel actions for organizions services using an automed system.

Applies laws, regulions, policies, and practices to provide advice and guidance to officials, supervisors, and employees on a wide variety of pay actions and applicion of single agency compension authorities where applicable.

Processes all Request for Personnel Action (RPAs), coordining actions with HRO personnel and management to resolve issues as they arise.

Prepares job opportunity announcements, conducts complex job analysis, prepares promotion and placement products, and issues promotion and referral certifices

Monitors and corrects various Pay and Pay Stus reports to ensure accuracy and compliance with established business rules, auditing practices and procedures.

Qualificions

To qualify for a Human Resources Specialist, your resume and supporting documention must support:

A. Specialized Experience: One year of specialized experience th equipped you with the particular competencies to successfully perform the duties of the position, and th is typically in or reled to the position to be filled. To qualify the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military or prive sector. To qualify the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or prive sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualificions, and any other regulory requirements by the cut-off/closing de of the announcement. Creditable specialized experience includes:

GS-11

- Assisting in preparing Job Opportunity Announcements, and determining applicants' qualificions using OPM Qualificion Standards, for Federal civilian positions.

- Assisting in faciliting mandory placement programs such as the Priority Placement Program and veterans' programs.

- Assisting in completing a full range of personnel actions reling to Federal civilian staffing, Federal civilian recruitment and Federal civilian compension.

GS-12:

- Conducting job analyses, preparing Job Opportunity Announcements, and determining applicants' qualificions using OPM Qualificion Standards, for Federal civilian positions.

- Faciliting mandory placement programs such as the Priority Placement Program and veterans' programs.

- Completing a full range of personnel actions reling to Federal civilian staffing, Federal civilian recruitment and Federal civilian compension.

B. Educion Substitution: Such educion must demonstre the knowledge, skills, and abilities necessary to do the work. Educion must be from a college or university accredited by an organizion approved by the U.S. Departmentof Educion. See If using educion to meet basic qualificions, YOU MUST SUBMIT A TRANSCRIPT as supplemental documention. To qualify based on educion in lieu of specialized experience, you must possess:

- GS-11: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level gradue educion leading to such a degree.

- GS-12: There is no educion substitution this grade.

C. Combinion: Combinions of successfully completed post-high school educion and experience may be used to meet total qualificion requirements for grade levels GS-11 and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's educion as a percentage of the educion required for the grade level; and then adding the two percentages. The total percentages must equal least 100 percent to qualify an applicant for th grade level. Only gradue educion in excess of the amount required for the next lower grade level may be used to qualify applicants for positions grade GS-11.

Experience refers to paid and unpaid experience, including volunteer work done through Nional Service programs (e.g., Peace Corps, AmeriCorps) and other organizions (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience th transles directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Educion

Substitution of educion may not be used in lieu of specialized experience for the GS-12 grade level.
