Job Duties

The Training and Development Manager leads the design, delivery, and evaluation of agency-wide training programs, including onboarding, leadership development, professional development, compliance, and role-specific instruction. Using adult learning theory and inclusive instructional design, they create engaging learning experiences across multiple modalities: classroom, virtual, blended, and self-paced. This role collaborates across divisions to support internal training efforts, consult on instructional strategies, and build organizational capacity through mentoring and consistent professional development standards. The manager ensures compliance with Commonwealth of Virginia training mandates, maintains accurate records, and integrates regulatory updates into training content. They conduct needs assessments to identify skill gaps and align training initiatives with workforce planning and strategic goals. Additionally, the manager provides coaching and professional development support to staff and supervisors, facilitates workshops, and promotes leadership growth. They coordinate external training providers, manage vendor relationships, and ensure offerings align with agency values. Finally, they implement evaluation strategies, analyze training data, and prepare reports to inform continuous improvement and strategic decision-making. This position is a direct report to the Director of Human Resources & Professional Development.

Minimum Qualifications

Education & Training - Demonstrated expertise in adult learning principles, instructional design, and training delivery across multiple modalities (e.g., classroom, virtual, blended). Skilled in developing structured training programs, learning objectives, and evaluation strategies that support employee development and organizational goals. Strong understanding of group dynamics, facilitation techniques, and team-building strategies as applied to professional development settings.

Customer Service Orientation - Thorough knowledge of customer service principles and practices, with a commitment to delivering high-quality internal service to employees, supervisors, and cross-functional teams. Demonstrates responsiveness, empathy, and professionalism in addressing training needs and supporting performance development.

Technology & Computer Skills - Proficient in using personal computers and software applications-including word processing, spreadsheets, presentation tools, and learning management systems (e.g., COVLC, PageUp)-to manage training logistics, communications, and data tracking. Comfortable adopting new technologies to enhance learning experiences and streamline administrative tasks.

Critical Thinking & Problem Solving - Applies logic, reasoning, and data analysis to assess training needs, evaluate program effectiveness, and develop targeted solutions. Capable of synthesizing complex information and weighing alternatives to recommend strategic approaches that improve individual and organizational performance.

Interpersonal & Relationship Management - Builds and sustains collaborative, professional relationships across all levels of the organization. Demonstrates emotional intelligence, cultural competence, and diplomacy in navigating diverse perspectives and fostering trust. Effectively engages stakeholders in training initiatives and performance management processes.

Communication Skills - Exceptional ability to communicate clearly and persuasively, both verbally and in writing, with diverse audiences. Skilled in facilitating training sessions, preparing reports, and developing instructional materials. Listens actively and responds thoughtfully, maintaining confidentiality and professionalism in sensitive situations.

Time Management & Organizational Skills - Plans and prioritizes work effectively to meet deadlines and manage multiple projects simultaneously. Develops realistic timelines, adapts to shifting priorities, and maintains focus on strategic objectives. Demonstrates accountability and follow-through in executing training and performance initiatives.

Judgment & Decision Making - Exercises sound judgment in evaluating options, setting priorities, and resolving routine and complex matters. Considers organizational impact, resource constraints, and stakeholder needs when making decisions. Demonstrates ethical reasoning and a commitment to continuous improvement.
