JOB SUMMARY:
The Human Resource and Safety Manager is responsible for overseeing all human resource functions and ensuring workplace safety. This role develops and implements HR policies, manages recruitment and employee relations, and ensures compliance with safety regulations.
A qualified candidate will be able to effectively develop, implement, and manage safety programs, conduct risk assessments, investigate incidents, and provide all necessary safety training. This position is responsible for supporting plant engineering for the sake of implementing or adjusting engineering controls to minimize safety and occupational health hazards. The candidate must understand and be comfortable with enforcing Federal and State occupational safety and health regulations. The candidate must have prior experience managing a safety program in a manufacturing environment.
ESSENTIAL FUNCTIONS:
Responsible for recruitment efforts for all exempt and non-exempt personnel, interns and temporary employees; conducts new-employee orientations, monitors succession planning initiatives, as well as writes and places recruitment advertisements
Administers FMLA policy adherence, ADA requests, initiates notices, and tracks absences for the purpose of enforcing the company attendance policy
Administers Workers' Compensation claims, including reporting, investigation, and follow-through
Administers Short and Long-term Disability reporting and administration
Administers unemployment claims, including investigation response, and attends applicable hearings
Ensures compliance with safety regulations and standards
HUMAN RESOURCES:
Responsible for the fair and just enforcement of all company policies.
Manages all new employee recruitment, onboarding, and employee relations.
Responsible for recruitment and leading the interview process
Manages job descriptions and the posting of open positions
Verifies I-9 documentation; updates and maintains accurate employee records
Submits online investigation requests and assists with new employee background checks
Manages the new employee onboarding process
Assists with the enforcement and processing of the disciplinary action process
Assists with the completion of the annual performance review process
Oversees employee performance management and employee development programs
Administers health and welfare plans, including enrollments, changes, and terminations. Processes the required documents through payroll to ensure accurate record-keeping and proper deductions
Assists or prepares correspondence and files applicable documents into the appropriate employee files
Interact with employees at their workstations or in the plant daily.
SAFETY:
Develops and implements safety programs and procedures; promotes a positive safety culture within the organization
Conducts risk assessments and hazard identification.
Identifies company safety training needs; develops and coordinates safety training programs
Participate in new product/process reviews, including process hazard analyses, operator training, etc.
Supports plant engineering to implement engineering controls to minimize safety and occupational health hazards
Supports plant personnel in the selection of appropriate personal protective equipment.
Maintains corporate safety library (e.g., videos, regulations, reference manuals)
Promotes safety and health awareness under the guidance of the Plant Manager, using internal company memoranda and specific training programs
Leads the company's occupational safety and health committee
Assists as necessary in the implementation of a hazard communication program and the preparation of necessary reports
Reviews process-operating procedures/records and provides input for safety and health considerations
Understands federal and state occupational safety and health regulations
Provides technical support to plant personnel to ensure compliance with applicable occupational safety and health regulations
Advises plant of regulatory changes with which the plants must comply
Audits practices and records of manufacturing plants to ensure compliance with company programs and federal/state occupational safety and health regulations
Monitors lost-time injuries/illnesses and worker's compensation claims
Maintain OSHA reporting logs
Reviews plant safety committee meeting minutes, and safety inspection reports and follows up as necessary
Reviews injury/illness and non-injury incident investigation reports and follows up as necessary
TECHNICAL SKILLS:
Strong knowledge of HR principles and practices
Proficient in conflict resolution and de-escalation tactics
In-depth understanding of safety regulations and standards
Ability to conduct investigations and analyze data
NON-TECHNICAL SKILLS:
Excellent communication, interpersonal and leadership skills
Problem solving and decision making skills
Ability to work independently and as part of a team
Ability to manage multiple tasks and priorities
Proficiency in Microsoft Office Suite
EDUCATION AND EXPERIENCE:
This position requires a secondary education and at least 3-5 years of experience in both Safety and HR
Associate's or Bachelor's degree in a safety science, engineering, industrial hygiene, human resources, or related field, and/or equivalent experience
Minimum of 2-4 years of experience in manufacturing operations
Certified Safety Professional (CSP) is a preferred
