Summary of Duties
As a Learning & Development Unit Manager, you will:
- Lead and manage the Organizational & Professional Development Unit, including supervising staff, overseeing workflows, and ensuring alignment with agency goals and values.
- Develop and execute long-range strategies for agency-wide training and professional development programs.
- Collaborate with ODHS leadership to design and implement learning initiatives that support organizational priorities, such as Equity North Star, RiSE, and Trauma Aware.
- Evaluate and improve business processes, training systems, and performance metrics to enhance efficiency and impact.
- Oversee training design, delivery, and evaluation, ensuring alignment with ODHS and enterprise competency models and standards.
- Monitor and assess return-on-investment for training programs, ensuring quality, compliance, and continuous improvement.
- Support organizational change management through consultation, facilitation, and collaboration across programs and with external partners.
- Promote an inclusive, culturally responsive work environment that reflects the agency's commitment to equity, diversity, and anti-racism.
- Ensure compliance with laws, policies, and collective bargaining agreements in the management of staff and operations.
- Maintain and manage the agency's learning systems and coordinate resources, contracts, and tools to support development efforts.
Minimum Qualifications
- Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor's degree in a related field.
Essential Attributes
We are looking for candidates with:
- Workforce Systems and Organizational Development Expertise: Demonstrate deep expertise in workforce systems, organizational development, and employee relations. Apply continuous improvement methodologies and adult learning principles to enhance workforce capabilities and optimize learning outcomes.
- Proven Leadership in Complex Training Initiatives: Bring extensive experience leading large-scale training and development programs within complex, multi-program government or similarly regulated environments. Capable of navigating diverse partners requirements and regulatory frameworks while delivering impactful learning solutions.
- Comprehensive Training Design and Delivery Knowledge: Possess strong knowledge of instructional design principles, adult learning theory, and training delivery methods, including eLearning and technology-enhanced learning. Familiar with learning management systems and has direct experience working with Extended Enterprise Learners or comparable audiences.
- Supervision, Coaching, and Leadership Development Skills : Excel in supervising teams, managing performance, and providing coaching to develop talent. Skilled in project management and the design and facilitation of leadership development programs to build effective leaders at all organizational levels.
- Data-Driven Strategic Workforce Management: Demonstrate ability to manage budgets effectively, develop key performance metrics, and leverage data analytics to inform strategic workforce decisions. Uss evidence-based insights to continuously improve learning initiatives and align workforce development with organizational goals.

Working Conditions
- On-site work in Salem OR is required for the first six months to ensure familiarity and proficiency with the role. After this period, hybrid work arrangements may be considered with required in-person attendance at meetings, trainings, and development sessions across the state .
- Occasional travel, including evenings, weekends, and out-of-state conference attendance, is required.
- Must have a valid drivers license with an acceptable driving record or access to timely alternative transportation.
- Regular interaction with diverse training participants, including those undergoing performance counseling; some interactions may be emotionally charged or sensitive.
- Work may involve tight deadlines, interruptions, and high-pressure situations.
- Physical requirements include periods of sitting/standing and lifting or moving items such as boxes (up to 50 lbs) and tables (up to 30 lbs).
