Reporting to the Senior Director of Human Resources, the Talent Acquisition Specialist will attract top-tier talent, build a strong long-term talent pipeline, and ensure an exceptional candidate experience aligned with our employer brand and values.

This position is responsible for managing the full-cycle recruitment process to maintain the required staffing levels for the organization in support of organization-wide strategies and to successfully attract, cultivate, and recruit top talent for the Tulsa Health Departments programs and operations. This position is also responsible for the development and oversight of the THD internship program. The Talent Acquisition Specialist will play a critical role in ensuring agency sustainability. The following functions represent the majority of the duties performed by the position but are not meant to be all-inclusive or prevent other duties from being assigned when necessary.
ESSENTIAL JOB FUNCTIONS: Full-Cycle Recruitment Management (80%)
  1. Responsible for the full-cycle recruiting process and obtaining staffing objectives.
  2. Establish the recruiting strategy through implementing organizational plans and objectives.
  3. Collaborate with managers in the creation of a recruitment plan for each open position to develop a strategy for each open position.
  4. Improve organization attractiveness by recommending new policies and practices, emphasizing benefits and employee programs; collaborate with marketing to establish a recognizable employer of choice reputation both internally and externally.
  5. Build a sustainable pipeline of qualified candidates by proactively sourcing and networking with active and passive candidates, colleges, community services, employment agencies, and professional organizations.
  6. Attract applicants by placing job advertisements, using social media and job board sites.
  7. Evaluate applicants by discussing job requirements and applicant qualifications with managers and by studying job descriptions and job qualifications.
  8. Assist manager in determining applicant qualifications by phone screen or interviewing applicants; analyzing responses; verifying references; and comparing qualifications to job requirements.
  9. Manage pipeline activity, maintain data integrity, and proactively share data-centric updates with internal stakeholders.
  10. Maintain all pertinent applicant and interview data in the applicant tracking system (ATS) through data entry and requisition creation. Maintain and document candidate activity and progress in the ATS. Responsible for tracking HR recruiting metrics.
  11. Administer applicable pre-hire assessments and perform reference, credit, drug test, and background checks for potential employees.
  12. Coordinates onboarding by preparing and sending new employee offer letters and assigning any onboarding forms and new hire paperwork for completion prior to the first day.
Internship Program Development & Management (15%)
  1. Design, launch, and manage a sustainable, high-impact internship program that serves as a talent pipeline.
  2. Cultivate strategic relationships with universities, community colleges, and community organizations. Identify and attend campus recruitment activities, career fairs, and info sessions.
  3. Coordinate with managers to identify internship opportunities within their respective programs.
  4. Validate internship eligibility and coordinate onboarding and offboarding requirements.
  5. Track program metrics to demonstrate business value and continuously refine the program.
Other Essential Duties (5%)
  1. Coordinates with IT, organizational development, and Communications to schedule new employees for first-day orientation.
  2. Manages the coordination of temporary employees by working with staffing agencies to fill temp positions. Manages temp employee lists, handles onboarding, and agency relationships.
  3. Performs other special projects as assigned by the Sr. Director of HR.
  4. Must be able to work as part of a team by serving as a backup and assisting in other HR positions.
  5. Updates job knowledge by participating in educational opportunities, reading professional publications, maintaining personal networks, and participating in professional organizations.
  6. Complete required training in support of duties and responsibilities of this position.
  7. Other duties as assigned, including those required to fulfill activities in support of public health emergency operations.
Education:
  • Bachelors Degree in Human Resources, Business, or a related field, or equivalent work experience.

Experience:
  • 3 to 5 years of experience in recruitment or Talent Acquisition with proven experience in full-cycle recruiting required.
  • Demonstrated experience cultivating university relations and/or managing an internship program is highly preferred.
  • Experience with candidate sourcing methods, including job boards, social media, and professional networks, strongly preferred.
  • Experience with recruitment marketing and employer branding strategies is a plus.
  • Experience in public health, non-profit, or government recruiting is a plus.
  • Experience with Workday is a plus.

Knowledge and Skills:
  • Proficient in utilizing Applicant Tracking Systems, HR Databases, and the Microsoft Office Suite.
  • Approachable, service-oriented communicator who builds trust with candidates and hiring teams by building rapport quickly with warmth and professionalism.
  • Consistently provides timely, empathetic communication across phone, email, and in-person interactions.
  • Represents the department with tact, courtesy, and professionalism at interviews and public outreach events.
  • Knowledge of federal and state employment laws and regulatory compliance standards.
  • Exceptional written and verbal communication skills, with a strong understanding of proper English usage, spelling, punctuation, and grammar, with excellent proofreading skills.
  • Excellent customer service, interpersonal, and communication skills are highly essential
  • Ability to work autonomously with minimal supervision.
  • Ability to follow oral and written directions and work effectively with others.
  • Ability to multitask and thrive in a fast-paced environment to meet deadlines.
  • Ability to support internal and external customers with knowledge of general Human Resources functions.
  • Must be able to work as part of a team and contribute by offering solutions.
  • Must be able to maintain a high level of confidentiality at all times.

Certifications: PHR, Professional in Human Resources, or SHRM-CP certification is strongly preferred. INTERNAL AND EXTERNAL WORKING RELATIONSHIPS:
  • Internal contact with Senior Leadership, managers, and staff.
  • Frequent internal contact with other HR personnel to provide and gather information.
  • Frequent contact with staffing agencies, applicants, students and community organizations.

PHYSICAL EFFORT: Must be able to lift materials, boxes of records and equipment weighing up to 15-30 pounds. Some stooping, bending and squatting may be required when retrieving files. Sitting for periods of time, up to 3 hours. Repetitive hand motions are associated with using a computer, keyboard, mouse, and telephone. Work assigned schedule while being punctual.

WORKING CONDITIONS: Working conditions are those associated with working in an office environment within a building with public access. Regular exposure to indoor lights, office equipment noise, frequent interruptions and regular interaction with external and internal customers.
SPECIAL REQUIREMENTS:
  • Must maintain THD record confidentiality according to HIPAA regulations.
  • Must possess the ability and willingness to perform job-related travel.
