NATURE OF WORK : Under general supervision, performs human resources work of considerable difficulty; performs related duties as assigned.

TYPICAL DUTIES : (Illustrative Only) Designs, develops, and updates/maintains instructor-led training courses; facilitates training courses with County employees using interactive audio/video equipment and software; plans, designs, develops, updates/maintains curricula specific to Human Resources, Organizational Development, Employee Development, Career Development, and Leadership Development; plans, designs, develops, and updates/maintains online courses to include e-learning courses, micro-learning, and online resources; ensures accuracy, completeness, flow, balance, and clarity of understanding of curriculum; evaluates and recommends new or revised training programs such as computer-based training and interactive training to management; monitors individual training performance and provides assistance when necessary; creates, schedules, and confirms class attendance; coordinates specialized training with outside vendors or other technical experts; creates surveys and reports for departments.
A bachelors degree from an accredited college, university, or technical school with a major in public administration, business administration, human resources, management, training and development, or a related field from a regionally accredited institution of higher learning recognized by the US Department of Education; two (2) years of professional-level experience developing or evaluating lesson plans and conducting training in an adult learning environment.
An equivalent combination of education and/or experience from which comparable knowledge, skills and abilities have been achieved may be considered.
Considerable knowledge of:- interacting with other professional staff, agency managers, governmental officials, and the public, reflecting Cochise County core values;
- analysis and evaluation of environmental training program data, in various formats, to evaluate the completeness and effectiveness of the training program;
- adult learning, training principles and practices.
Considerable skill in:
- obtaining, verifying, and evaluating general and statistical information;
- planning, collaboration, and organization;
- interpersonal relations and communication;
- making independent decisions and recommendations;
- time management, with a proven ability to meet deadlines;
- Microsoft Suite and learning other computer software systems;
- customer service, tact, and diplomacy;

Ability to:
- coach and develop employees, including continuous improvement practices and principles;
- simultaneously manage multiple projects of considerable complexity;
- communicate and work effectively with different departments, skill levels, and education levels;
- manage logistics, scheduling, and communication for all programs;
- collaborate closely with facilitators, instructional designers, and subject matter experts to enhance program content;
- track and report on program progress and key performance indicators;
- develop environmental training program curricula and supporting documents;
- compose correspondence and reports;
- represent the Department and the County in a professional manner;
- maintain effective and professional working relationships with employees, other agencies, and the public;
- read, write, and speak English;
- communicate effectively verbally and in writing;
- be flexible and maintain a calm demeanor in a fast-paced, often stressful environment.
WORK ENVIRONMENT : Work is primarily performed under limited supervision. Incumbent generally performs work in a typical office setting with appropriate climate controls.
PHYSICAL REQUIREMENTS : Essential functions of this position require: Lifting up to 10 pounds, manual dexterity, ability to communicate.
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body; involves sitting majority of time; walking and standing are required, and all other sedentary criteria are met.
Mental Application: Utilizes memory for details and verbal instructions, requires emotional stability, empathy, critical thinking, adaptability and creative problem-solving skills.
