The Collier County Clerks Office Payroll department is growing to better serve our customers. Responsible for processing payroll for the Clerks Office, Collier County government, and the Collier County Supervisor of Elections, our department is seeking an experienced and dynamic payroll Manager to build upon recent advancements and continue shaping a high-performing, forward-thinking payroll team.

This is a highly visible leadership role that offers the opportunity to make a meaningful impact while serving the community of Naples.

The Payroll Manager plans, manages, directs, and oversees all programs, activities, and operations associated with the Clerks Payroll department. This leader will ensure operational excellence, regulatory compliance, and superior service delivery. Key responsibilities for this position are:

  • Oversee the auditing and issuance of timely payroll disbursements
  • Ensure compliance with
    1. Florida statutes
    2. Clerks office, County, and Supervisor of Elections policies
    3. Regulations of Social Security Administration, Internal Revenue Services, Florida Retirement System, Department of Labor and related grant agencies
    4. Provide technical leadership, assign and supervise staff work, and offer expert guidance to managers and employees on payroll matters
    5. Develop, administer, and enhance payroll policies and procedures
    6. Interface and collaborate with Human Resources, County departments, third parties, and other Constitutional Officers
    7. Handling complex payroll assignments and provide organization-wide technical support
    8. Maintain the highest organizational and professional ethical standards
    9. Exercise independent judgement with broad latitude for initiative and decision-making

    Qualifications

    Education & Experience

    • Bachelors degree from an accredited college or university in accounting, finance, or a related field
    • Four years of payroll experience
    • Two years of supervisory or lead experience
    • Certified Payroll Professional designation preferred

    Equivalent combination of education, training, and experience that provide the required knowledge, skills, and abilities may be considered.
