The NC Department of Administration is the business manager for North Carolina state government. The department oversees Government Operations such as building construction, purchasing and contracting for goods and services, maintaining facilities, managing state vehicles, acquiring and disposing of real property, and operating auxiliary services such as courier mail delivery and the sale of state and federal surplus property. Additionally, the department manages many of the state's advocacy programs that provide assistance and services to diverse segments of the state's population that have been traditionally underserved.
Description of Work
The North Carolina Department of Administration is seeking applicants for a Staff Development Specialist II (Working Title: Staff Development Specialist) position within our Purchase & Contract division. This division serves as the central purchasing authority for state government and certain other entities, performs work on a statewide basis, and provides a variety of large scale purchasing services, goods, and equipment.
This position is responsible for designing and facilitating a comprehensive procurement training program for employees internal to Purchase & Contract as well as employees within other state agencies.
Key Responsibilities:
- Designing and developing asynchronous and synchronous online learning using a variety of e-learning development software and developing interactive and engaging virtual and face-to-face training based on adult learning theory
- Collaborating with subject matter experts
- Researching content
- Managing course logistics
- Analyzing course evaluation data
- Facilitating/managing courses using the statewide learning management system
This position is also responsible for developing curriculum and facilitating the contract management training and certification program for the State of North Carolina.

Recruitment Range: $55,221-$71,770

Experience creating and conducting web-based, blended and traditional learning for adult learners
Demonstrated ability to create engaging online learning modules that accurately explain procurement content and electronic purchasing systems
Knowledge and ability to apply adult learning theory, principles and practices
Considerable knowledge and ability to apply evaluation techniques for both in-person and online learning activities
Demonstrated ability to formulate ideas and communicate them effectively in oral and written form and lead curriculum and course development
Excellent presentation, interpersonal, communication, problem-solving, analytical and organizational skills to manage multiple strict deadlines and able to work collaboratively with others in group settings
Ability to effectively communicate a wide range of procurement topics to diverse audiences in a classroom setting as well as other group trainings
Advanced proficiency using e-learning authoring tools (Articulate Storyline Captivate, Articulate 360) and learning management system software (Cornerstone, Moodle, Blackboard)
Advanced proficiency using Microsoft Office software to include Word, Excel and PowerPoint
MANAGEMENT PREFERENCE:
Master's or doctorate degree in instructional design, instructional technology, curriculum and development or other related field of study
At least three (3) years of experience in developing online modules/web-based training and converting traditional in-person learning to synchronous and asynchronous e-learning
