Minimum Requirements

Bachelor's degree in Human Resources, Business Administration, Public Administration, or a related field

At least five years of progressively responsible experience in recruitment or human resources management, including at least two years of supervisory experience

An equivalent combination of education and experience may be substituted.

Preferred

Experience in government sector or public administration recruiting.

Possession of a Professional in Human Resources (PHR) certification, Society for Human Resource Management (SHRM) certification, or equivalent.

It is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status.

Position Summary

The Recruitment Manager leads recruitment operations across Allegheny County, managing a team of recruitment professionals to oversee the full lifecycle of countywide hiring processes. This position operates under departmental leadership within the human resources function to ensure strategic and operational recruitment initiatives meet county staffing needs effectively.

Overview

Duties

Manages recruitment processes for all county positions, organizing efforts into three categories

Standard active recruitment for the majority of county positions

Strategic priority hiring for critical roles such as nurses, corrections officers, and police

Passive Recruitment strategies focused on county leadership and key management positions.

Supervises a team including Administrative Assistants, Recruiters, Strategic Position Coordinator, and Executive Recruitment Coordinator to support recruitment activities. Conducts preliminary screening of candidates to ensure qualifications align with position requirements.

Collaborates directly with Human Resources Business Partners (HRBPs) and departmental leadership to administer interviews and select finalists.

Works with Compensation, HRBPs, and department leaders to finalize offers and administer negotiations.

Oversees the administration of entrance examinations as part of the hiring process.

Maintains accurate records and prepares reports related to recruitment activities.

Supervises assigned employees by providing clear direction and guidance, ensuring accurate and timely completion of work in alignment with established guidelines and expectation, while fostering a supportive, collaborative environment that encourages employee growth and development.

Performs other duties as assigned.

Relevant federal, state and local employment laws.

Union and collective bargaining agreements.

Skill in

Complex problem-solving to develop and implement effective recruitment strategies, evaluate candidates, and negotiate employment offers.

Interpersonal leadership towards a diverse recruitment team to collaborate effectively with HR Business Partners, department leaders, and candidates from varied backgrounds.

Effective negotiation, conflict resolution, and clear, diplomatic communication.

Recruitment procedure design.

Ability to

Interpret recruitment metrics, manage multiple priorities and diverse stakeholder interests, and ensure compliance with regulatory and county policies across various job categories.

Negotiate offers in conjunction with department leadership while ensuring compliance with organizational and regulatory standards.

Shape countywide human capital acquisition strategies by ensuring timely and effective hiring for strategic and essential county positions.

Provide indirect oversight of candidate pools through collaboration with HR Business Partners and departmental leaders.
