TITLE: Director of Human Resources

CLASSIFICATION: Exempt

REPORTS TO: Chief Human Resources Officer

GENERAL STATEMENT OF RESPONSIBILITIES: The Human Resource Director will assist in planning, leading, directing, developing, and coordinating the policies, activities, and staff of the Human Resources department, ensuring legal compliance and implementation of the organization's mission, vision and values.

PRINCIPLE DUTIES (essential functions):

Monitors and reviews a variety of personnel processes (e.g. certified and classified placements, personnel transfers, new employee orientation, departmental procedures, unemployment claims, etc.) for the purpose of ensuring efficient processing of applicants and employees in addressing position requirements and complying with licensing, legal and/or administrative requirements.

Monitors and ensures the organization's compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance.

Identifies staffing and recruiting needs; develops and executes best practices for hiring and talent management.

Monitors district staffing budgets, expenditures, and related financial activities for the purpose of ensuring that personnel allocations are accurate, staffing is within guidelines, expenses are within budget limits and/or fiscal practices are followed.

Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to senior administrators.

Responds to written and verbal inquires from a variety of internal and external sources (e.g. staffing, conflicts in policies and regulations, community concerns, parental requests, etc.) for the purpose of identifying the relevant issues and recommending or implementing a remediation plan.

Ensure that adequate and secure personnel records are maintained on all employees.

Oversees recommendations for staffing needs; provide for the selection, orientation, training, development, and maximum utilization of assigned staff.

Represent the district in its relationships with employee groups by conducting activities to establish and maintain effective employee-management relationships, including the District committee on working conditions.

Provide assistance to other administrators with evaluations of employees under their supervision.

Oversees the development of employee accommodations in compliance with ADA.

Perform other duties as assigned.

KNOWLEDGE OF SKILLS REQUIRED:

Experience in planning, preparing budgets, grants, proposals and implementing instructional programs

Possesses qualities associated with good human and interpersonal relationships

Knowledge of State and Federal laws

Possesses strong organizational and leadership skills

Ability to communicate effectively, both orally and in writing, and proven ability to maintain effective relationships with administrators, employees, students and community members

PHYSICAL REQUIREMENTS: Light physical demands; standard office environment; frequent to constant use of a personal computer. Required to perform the following physical requirements of the position with reasonable accommodation: vision corrected to 20/20, ability to hear in the normal range (corrected), able to speak clearly, and able to lift, move and carry up to 20 pounds.

MINIMUM QUALIFICATIONS (Preferred): Arizona Administrative Certification, Five (5) years elementary and/or intermediate school teaching experience, Five (5) years elementary and/or intermediate school administrative experience. Human Resources administrative experience.

REQUIRED LICENSE/CERTIFICATION: Valid Administrative Certificate

TERMS OF EMPLOYMENT: Twelve months per year. Salary and work year to be established by the

Board. Telecommute eligibility established by the Governing Board in

accordance to Policies GCC & GDD.

EVALUATION: Performance of this job will be evaluated annually in accordance with the provisions

of the Board Policy.
