POSITION: Human Resources Specialist
LOCATION : Woodbridge School District

REPORTS TO : Assistant Superintendent

JOB SUMMARY :
The Human Resources Specialist serves as a key member of the Human Resources Department and provides comprehensive support in the areas of recruitment, staffing, employee onboarding and retention initiatives, certification and licensure compliance, substitute coordination, employee recognition programs, and districtwide HR operations.
This position works collaboratively between the HR Secretary and the Assistant Superintendent to ensure efficient daily operations of the department while supporting strategic staffing initiatives and employee services across the district. The Human Resources Specialist assists with attracting, hiring, supporting, and retaining highly qualified staff while maintaining compliance with state regulations, district policies, and employment procedures.
QUALIFICATION REQUIREMENTS :
- Associates degree in Human Resources, Business Administration, Education, Public Administration, or related field preferred
- Minimum of three (3) years of experience in human resources, education, personnel management, or related field preferred
- Experience working in a school district environment preferred
- Knowledge of Delaware Department of Education (DDOE/DEEDS) certification and licensure requirements preferred
- Experience with applicant tracking systems and employee management software preferred
- Strong organizational, communication, and interpersonal skills
- Ability to maintain confidentiality and exercise professional judgment
- Ability to manage multiple projects, deadlines, and priorities simultaneously
- Proficiency with Microsoft Office, Google Workspace, and database management systems
- Ability to work collaboratively with administrators, employees, applicants, universities, and community partners
ESSENTIAL DUTIES AND RESPONSIBILITIES :
- Create and maintain job postings and recruitment materials
- Review applications and screen candidates for qualifications and eligibility
- Support strategic staffing initiatives and workforce planning efforts
- Participate in recruitment events, college partnerships, and outreach initiatives
- Oversee employee licensure and certification compliance through DEEDS
- Assist employees with certification pathways and licensure questions
- Coordinate Alternative Routes to Certification (ARTC) support and documentation
- Conduct audits of licensure and certification records to ensure compliance with state requirements
- Oversee substitute recruitment and hiring processes, including application reviews, interview coordination, compliance requirements, training needs, and substitute employee support
- Oversee Comprehensive Induction Program
- Serve as district coordinator for Red Rover systems, including providing training and support, troubleshooting issues, and ensuring system accuracy and efficiency
- Generate, analyze, and maintain employee management system reports to support HR operations, workforce planning, and compliance tracking; identify data needs, develop customized reporting solutions, ensure data accuracy and integrity, and provide timely insights on employee demographics, attendance, performance, turnover, and staffing trends
- Assist with coordination and support the planning and organization of district-wide employee recognition and awards programs and events
- Assist with planning and coordination of New Employee Orientation
- Support district events and employee engagement activities
- Assist with employee retention and morale initiatives
- Support and coordinate district Grow Your Own initiatives
- Collaborate with higher education institutions and external partners to support workforce development initiatives
- Serve as University Placement Coordinator for student teachers, interns, residents, and practicum students
- Track program participation, compliance, and outcomes
- Support employee relations and personnel communications
- Assist with policy implementation and compliance monitoring
- Provide customer service and support to employees, applicants, administrators, and community stakeholders
- Support departmental projects and initiatives as assigned
- Other duties as assigned
Employment is contingent upon successful completion of all required background checks and clearances.
Salary will be determined based on the candidate's education, experience, and demonstrated qualifications, in accordance with district policies and salary structures.

WORKING CONDITIONS AND EXPECTATIONS:
This is a 12-month position based on a full-year employment contract. The Human Resources Specialist is expected to work a minimum of 8 hours per day, consistent with district expectations for professional staff. Duties may extend beyond the traditional workday and include occasional evening commitments for recruitment events, employee orientations, trainings, meetings, and other district functions or professional development activities.
The Human Resources Specialist is expected to maintain consistent and reliable attendance, demonstrate professionalism, confidentiality, and strong organizational skills, and effectively manage multiple responsibilities in a fast-paced environment. Responsibilities continue throughout the summer months and may include maintaining HR systems, assisting with compliance and reporting requirements, and preparing for the upcoming school year. Flexibility is essential to meet the evolving needs of employees, administrators, and the district.
