Virginia Alcoholic Beverage Control Authority is seeking a detail-oriented and experienced Payroll Manager to lead the Authority's payroll functions. This position is responsible for overseeing payroll processing, leave administration, and VSDP/Workers' Compensation payments while ensuring compliance with federal and state regulations. The Payroll Manager serves as a key resource for payroll compliance, reporting, process improvement, and payroll system functionality while maintaining a strong focus on operational efficiency, accuracy, and customer service. Areas of Responsibility Manage and oversee payroll functions for the Authority, including the accurate and timely processing of payroll, leave administration, and VSDP/Workers' compensation payments in compliance with federal and state regulations Interpret and apply federal and state laws, regulations, policies, and standards related to payroll administration, including FLSA, GAAP, CAPP, Commonwealth reporting requirements, and departmental procedures Analyze payroll data, reconcile discrepancies, prepare reports, maintain payroll records and internal controls, and ensure compliance with Authority and state requirements Support payroll-related system implementations, enhancements, interfaces, testing activities, and process improvements related to payroll and financial systems Utilize payroll, financial, and reporting systems to support payroll administration, data analysis, reporting, and operational needs Supervise, train, assign, and evaluate payroll staff while managing multiple priorities and ensuring deadlines and compliance requirements are consistently met Collaborate with internal and external stakeholders to resolve payroll-related issues, provide operational support, and deliver effective customer service Minimum Qualifications Bachelor's degree in business, Accounting, Finance, or a related field, and/or an equivalent combination of education and related payroll experience Extensive experience managing payroll functions in a high-volume or complex business environment Experience interpreting and applying federal and state payroll laws, regulations, and reporting requirements Experience supervising staff, prioritizing work assignments, and meeting critical payroll deadlines Experience utilizing payroll, financial, and reporting systems to maintain accurate payroll and leave records Demonstrated experience analyzing payroll data, resolving discrepancies, and preparing accurate financial or operational reports Virginia HCM Cardinal experience Automated timekeeping system experience Preferred Qualifications 3-5 years of experience in payroll management We Offer Excellent work/life balance Paid Time Off (PTO) earned biweekly, plus 14 paid holidays Affordable healthcare with employer contributions Virginia Retirement System (VRS) benefits College Tuition Reimbursement program Virginia ABC employees are covered under the Commonwealth's benefits package and VRS.
