High school diploma or GED; two years of sworn law enforcement experience, preferably as a police officer with Chesterfield County Police Department; or an equivalent combination of training and experience. Working knowledge of basic principles of police investigation methods and procedures; of interviewing and interrogation techniques; of law enforcement information systems. Ability to read, comprehend and interpret detailed, complex written material; to prepare clear, concise written reports; to recognize significant and relevant information from a variety of documents regarding the applicant's personal history; to effectively evaluate suitability of an applicant and prepare sound recommendations based on research and analysis; to manage time effectively to complete work within stringent deadlines; to organize, perform multiple tasks, and handle several cases concurrently; to communicate effectively orally and in writing; to utilize a personal computer and other standard office equipment; to establish and maintain effective working relationships with internal and external customers. Pre-employment drug testing, FBI criminal background check and education/degree verification required. This position is considered Critical Safety Sensitive and is subject to random drug testing and alcohol testing. The use of illegal drugs, and/or the use of medical marijuana for this position is prohibited. Employees must not consume or be under the influence of alcohol while on duty, on work premises, or operating agency equipment. This position is subject to working in high security areas governed by the US Department of Justices Criminal Justice Information Services (CJIS) Security Policy and therefore requires successfully passing a more stringent criminal background check. Must be a US citizen or be a lawful permanent resident eligible for naturalization.
Conduct thorough and comprehensive background investigations for applicants seeking regulated permits and licenses for adult businesses, concealed weapons, fortune tellers, massage therapists and clinics, nightclubs, precious metals dealers, solicitors, and taxicab operators. This includes reviewing and verifying critical information through FBI, DMV, and VCIN/NCIC databases, as well as fingerprinting and photographing applicants to ensure proper identification and documentation. Evaluate and monitor issued ABC permits, prepare appeals when necessary, and ensure all investigative activities align with established legal and regulatory standards. Perform other duties as required.
