TITLE: Director of Human Resources
QUALIFICATIONS:Bachelor's Degree required, Master's Degree in Human Resources or Administration is preferred, Experience in Human Resources preferred.
REPORTS TO: Superintendent of Schools
JOB GOAL: Provide for the general supervision of all phases of the human resource management process including personnel services, recruitment, benefits administration, employee processing, performance appraisal management, certification, benefits, preparation, and maintenance of personnel records, development and maintenance of personnel policy.
PERFORMANCE RESPONSIBILITIES:
Oversees and coordinates the Department of Human Resources and provides general supervision to all functions of the human resource management process. This includes recruitment of employees, employment processing, recommending personnel for promotional opportunities, benefits administration, performance appraisal management, and assisting employees throughout their employment with the Kent County Public Schools.
Provides direction to the Director of Finance in relation to payroll, liability and loss control, and tax sheltered annuities.
Prepares and maintains personnel files for all employees.
Oversees the compilation of personnel data for local, state and/or federal agencies.
Oversees the development and review of job descriptions. Reviews classifications of positions and makes recommendations to the Superintendent as needed.
Prepares and distributes position vacancy announcements and coordinates the selection process of employees.
Oversees all matters relating to retirement with the Maryland State Retirement Agency.
Administers all aspects of employee benefit and retirement plans, including employee education, vendor relations, and problem resolution.
Oversees performance appraisal programs by initiating process, coaching managers and supervisors on most effective use of instruments, and ensuring appraisals are complete and deadlines are met.
Administers and interprets personnel policies, regulations and negotiated agreements.
Serves as the primary liaison with the Certification Branch of the Maryland State Department of Education and evaluates credentials, maintains all records, processes all requests and advises all personnel relative to teacher certification as prescribed in the Bylaws of the Maryland State Department of Education.
Assists with compliance of all mandated requirements prior to recommending employment which includes certification, completion required testing, criminal background investigations, immigration forms, contracts, etc.
Reviews and approves requests for tuition reimbursement.
Coordinates employment in extra-pay/extra duty positions and communicates payroll information to the Payroll Office.
Interviews applicants, checks references, and makes recommendations to the superintendent for all personnel.
Recommends appropriate staff assignments, transfers, dismissals, and promotions.
Administers provisions of the Educational Code as they apply to personnel, student teacher agreements between the district and participating colleges and universities, and sabbatical leave and leave of absence policies.
Provides necessary research for successful wage and salary administration.
Counsels and advises applicants and probationary and permanent personnel.
Makes timely announcements of dates to be observed by applicants and employees to comply with state and district requirements.
Maintains regular, on-time attendance.
Serves as an active participant on the Negotiation Team.
Assists principals and supervisors on discipline letters and improvement plans.
Supervises the hiring, training, and placement of substitutes.
Reacts to change productively and performs other duties as assigned.
Advises principals and supervisors on personnel matters.
Works with the associations on the implementation and interpretation of negotiated agreements.
Serves as the district's National Board Certification facilitator
Serves as the district's Grow Your Own Facilitator
Serves as MABE Trustee
Serves as system representative for the Maryland Negotiation Service
Serves as the District's representative for ESMEC Health and ESMEC HR
Leads the District's School Year Calendar Development process
Leads the monthly and annual employee recognition and awards programming.
Teacher of the Year Coordinator.
TERMS OF EMPLOYMENT: As found in the Agreement Between the Kent County
Administrative and Supervisory Association and The
Board of Education of Kent County. Twelve (12)
month position.
SALARY LANE: As Outlined on the A&S Scale established by the Superintendent.
BARGAINING UNIT: N/A
FLSA STATUS: Exempt
EVALUATION: Performance of this position will be evaluated in
accordance with provisions of the Board's policy
on Evaluation of Professional Personnel.
