POSITION TITLE: Director of Human Resources REPORTS TO: Superintendent FLSA: Exempt TYPE: Individual Contract Work Year: 12-Month POSITION GOAL: To plan, organize, and supervise an effective department of personnel management, and continually strive toward improving the overall efficiency and effectiveness of district Human Resources office operations. Essential Duties and Responsibilities: \tDirect all HR operations and procedures including employment practices, employee records, recruitment, selection, employee relations and compensation. \tOversee onboarding and orientation processes for new employees. \tCollaborate with payroll and business office personnel to ensure accurate personnel-related payroll processing and compensation administration. \tAttend weekly payroll meetings and resolve issues as necessary. \tOversee management of HRIS system and workflows. \tCreate and maintain electronic processes for HR department. \tMaintain confidentiality of personnel records and sensitive employee information in accordance with applicable laws and regulations. \tComplete HR Fiscal year end processing of vacation pay out, rolling PTO, column movement, letters of assurance and other HRIS year end functions. \tCoordinate unemployment compensation claims and hearings. \tMaintain and monitor district position control to ensure alignment between staffing allocations, budgeting, and approved positions. \tResearch best practices and salary/benefit comparisons for labor negotiations. \tRespond to Board requests and provide personnel-related information as directed by the Superintendent. \tAttend Legislative and Work Session Board meetings. \tMonitoring of the evaluation process for Professional Employees to assess tenure. \tRespond to annual salary surveys. \tServe as a member of the Superintendent's cabinet and executive leadership team. \tKeep the Superintendent and other administrators informed of pertinent personnel developments, and consult with administrative staff members regarding employee issues. \tAssist with the preparation and administration of the personnel budget. \tMaintain compensation and benefits programs for all employees and recommend improvements in compensation and benefits programs as needed. \tSupports the labor negotiation process through data compilation to include compensation, workforce analysis, and labor market trends. \tUnderstand with the ability to communicate all personnel related laws and regulations such as FMLA, ADA, COBRA, FLSA, WC etc. \tDemonstrate initiative, creative thinking, and effective communication skills to solve problems and make decisions. \tReview and approve various personal day, vacation, sabbatical, family and medical leave requests in accordance with district policy. \tAssist and cooperate fully with outside auditing firms/agencies in approved audits or reviews of district personnel records. \tMaintain working knowledge of changes in personnel law, policies, and/or procedures by attending seminars, workshops, and conferences as needed. Compliance \tMonitor certification/emergency certification of all professional personnel in accordance with PA Department of Education Bureau of Teacher Preparation and Certification. \tMonitor PDE requirements of all staff as revealed in new legislation to include paraprofessionals. Ensure district compliance with all applicable federal and state employment laws, regulations, certification requirements, and Board policies. \tEnsure compliance with employee, volunteer and vendor clearance requirements including criminal history, child abuse, and employment history reviews. \tMaintain fully compliant and effective hiring practices in the district. \tKeep abreast of trends and developments within areas of responsibility by maintaining proper relationships with Federal, State, and Local Agencies and other school districts. \tComplete and file required personnel records to local, state and federal agencies. Human Resources Consultation Collaborate with administrators and employee relations personnel regarding employee concerns, investigations, corrective action, performance management, and personnel matters. Provide guidance and training to administrators regarding hiring practices, employee supervision, evaluations, documentation, labor contract administration, and legal compliance. Assist in the development, revision, implementation, and communication of personnel policies, administrative regulations, and employee handbooks. Serve as a resource to district administrators regarding personnel procedures, employment practices, labor agreements, legal compliance, and human resources best practices. Identify and mitigate organizational risk related to personnel practices and employment matters. Recruitment and Retention Strategy Develop and implement recruitment and retention strategies to attract and retain high-quality staff. Analyze workforce trends and staffing needs to support long-term district personnel planning. Coordinate and oversee district recruitment, screening, interviewing, selection, onboarding, and hiring processes. Partner with building administrators on hiring process and candidate selection/pool. Utilize handshake to recruit at colleges and universities. Send annual list to administrators of career events for participation. Direct and supervise efforts of assigned Human Resources staff: Director of Employee Relations Benefits Manager HR Generalist HR Assistant HR Front Desk Receptionist SPECIFICATIONS/REQUIREMENTS Educational Level: Bachelor's Degree in related field, Master's degree preferred. Specific Skills: 5- 10 years of progressively responsible experience in human resources management. Experience in public education is preferred. SHRM (Society of Human Resources Management) SPHR/PHR Highly Preferred. Excellent communication and relationship building skills and ability to resolve complex issues. License/Clearance(s): Act 34 - Criminal History Clearance Act 151 - Child Abuse History Clearance Act 114 - FBI Background Check All within 1 year of start date This Job Description in no way states or implies that these are the only duties to be performed by the employee occupying this position.
