Job Duties:
- The Human Resource Coordinator-Cross Functional Support position supports payroll, time, and leave functions for a large state agency of over 4,500 employees, ensuring accurate and compliant processing of all related HR actions. This position applies knowledge of state and agency policies to manage payroll and leave task, maintain documentation, and provide guidance to employees and all levels of management. This role offers cross-functional support and serves as backup to the Worker Compensation Program Coordinator.
- Process 1411 actions for resignations, dismissals, retirements, and transfers. Ensure all leave/time is entered in SCEIS, verify eligible leave payouts for departing employees. Process payroll actions to finalize employee separation.
- Assist employees with payroll, time, and leave inquiries, discrepancies, and interpretation of applicable procedures and policies.
- Provide guidance and consultation on DSS time/leave policies, time entry, approval workflows, and leave benefits. Serve as a resource for complex time and leave issues.
- Review Time and Leave Reports each pay period. Identify and resolve errors, conflicts, and inconsistencies to maintain compliance with DSS policies and State HR regulations.
- Monitor missing time for temporary and non-exempt employees, ensuring accurate payroll processing in accordance with FLSA and state/federal requirements.
- Ensure compliance with state pay policies and the Comptroller General's payroll schedule.
- Review personnel and payroll transactions using payroll simulations, remuneration statements, and SCEIS reports. Submits off-cycle request in absence of Payroll Coordinator.
- Serve as backup to the Workers' Compensation Program Coordinator, providing support and ensuring uninterrupted program operations.
- Calculate and update state service dates and leave accrual dates based on prior state or school district employment. Enter adjustments in SCEIS when accrual rates change.
- Perform other related duties and special projects as requested.
Minimum and Additional Requirements
A Bachelor's Degree and relevant experience.
Or an Associate's Degree and two (2) years relevant experience.
Or a High School Diploma and four (4) years relevant experience.
