Service Center CSCS TX Key Responsibilities Benefits Strategy and Design Lead the development and execution of the company's global or U.S. benefits strategy aligned with organizational goals and workforce needs. Design, evaluate, and enhance health and welfare, retirement, wellbeing, leave, and ancillary benefit programs. Analyze market trends, benchmarking data, utilization patterns, and employee feedback to recommend program enhancements and cost-management strategies. Partner with Finance and executive leadership on benefits budgeting, forecasting, and long-term cost planning. Drive innovation in employee wellbeing, mental health, financial wellness, and family support offerings. Benefits Administration and Operations Oversee day-to-day administration of all employee benefit programs, ensuring operational excellence and a high-quality employee experience. Ensure accurate and compliant administration of medical, dental, vision, life, disability, retirement, COBRA, leave, and wellness programs. Lead annual open enrollment strategy, communications, systems testing, and execution. Partner with HRIS, Payroll, and vendors to ensure seamless integrations and data integrity. Establish and monitor service-level agreements and operational performance metrics. Compliance and Governance Ensure compliance with all applicable federal, state, and local regulations including ERISA, ACA, HIPAA, COBRA, FMLA, IRS, DOL, and other regulatory requirements. Oversee plan documentation, filings, audits, nondiscrimination testing, and vendor compliance activities. Partner with Legal and internal audit teams to mitigate risk and ensure strong governance practices. Vendor and Consultant Management Lead relationships with brokers, consultants, TPAs, carriers, and other benefit service providers. Manage RFP processes, contract negotiations, renewals, and vendor performance evaluations. Identify opportunities for operational efficiencies and cost optimization through vendor partnerships and program redesign. Leadership and Collaboration Lead and develop a high-performing benefits team, fostering a culture of accountability, innovation, and continuous improvement. Serve as a strategic advisor to senior leadership on benefits trends, employee experience, and workforce implications. Collaborate cross-functionally with HR Business Partners, Compensation, Talent Acquisition, Payroll, Communications, and DEI teams. Present recommendations and insights to executive leadership and governance committees. Qualifications Bachelor's degree in Human Resources, Business Administration, Finance, or related field required; Master's degree preferred. 12+ years of progressive benefits experience, including significant leadership responsibility in benefit design and administration. Deep expertise in health and welfare benefits, retirement plans, leave administration, and benefits compliance. Strong understanding of ERISA, ACA, HIPAA, COBRA, FMLA, and related regulations. Experience managing brokers, consultants, and third-party administrators. Demonstrated ability to lead complex projects, organizational change, and cross-functional initiatives. Strong analytical, financial, and problem-solving skills. Excellent communication, presentation, and executive influencing capabilities. Experience with HRIS and benefits administration systems such as Workday, SAP, Oracle, or similar platforms preferred.
