This position is located in the District Department of Transportation (DDOT), Talent and Business Services Administration, Human Resources Division. The Human Resources Specialist provides human resource management (HRM) services that strengthen individual and organizational performance, which enables the District government to attract, develop and retain a well-qualified, diverse workforce, and leadership, strategic planning, direction, and consultation to the agency on human resource issues.
The incumbent is responsible for the development, coordination, submission and assistance of the administrative functions (e.g., hiring workflow, position management, classification, recruitment and staffing actions) under the direction of Supervisory Human Resource Specialist (Recruitment and Staffing) in conjunction with the District Department of Human Resources (DCHR). The specialist is responsible for providing advice and assistance to managers, supervisors, and administrative officials on various human resource management (HRM) related matters. The work involves advising on or assisting with the development of staffing methods, recruiting sources and methodologies, special employment programs, and staffing regulations, review, audit, and correct personnel actions.
Duties and Responsibilities
Prepares position vacancy announcements, in collaboration with the manager, supervisor or other senior level staff, comparing the vacancy announcements with the position descriptions. In conjunction with the hiring manager, assures that position vacancies are posted in the appropriate media, including newspapers, list serves, and websites. Interprets, analyzes, and applies qualification standards, position requirements, job analysis, and evaluation plans. Initiates personnel action for new employees in PeopleSoft. Creates the Job Requisition in the ASMP PeopleSoft system. Enters personnel actions, requisitions, etc. into PeopleSoft. As a representative of the agency, assists with and attends recruitment activities including job fairs. Updates and modifies agency position descriptions, in consultation with the agency's managers and supervisors. Analyzes mission and functions in view of the current labor market to ensure the recruitment of the best-qualified applicants.
Identifies, analyzes, and evaluates problems in an effort to improve organizational structure, which includes developing and presenting recommendations and options to avoid or resolve problems. Participates in studies of organization to determine immediate and long-range needs and advise on approaches to improve overall effectiveness. Develops, analyzes, and evaluates administrative procedures, functions, controls and systems for the agency. Identifies, develops and maintains ongoing recruitment sources including, but not limited to, community relationships, job fairs, college recruiting, networking with community and professional based organizations, and print media.
Qualifications and Education
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Knowledge of District, federal, and other applicable personnel laws, rules and regulations in order to complete work assignments related to competitive and non- competitive HR actions in an accurate manner is highly preferred.
A bachelor's degree in a relevant discipline such as human resources or business administration is preferred.
At least four years of experience with recruitment and staffing is preferred.

Collective Bargaining Unit (Union): This position is not covered under a Collective Bargaining Unit.
Position Designations: This position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability - Security Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
