Help

As a Training Administror, GS-1702-12, you will plan, develop, direct and manage training programs through subordine employees who in-turn provide day-to day operions for the Regional Training Institute (RTI). Develops policies, supplemental opering instructions and directives, ensuring th established admission standards, academic standards and leadership standards are adhered to and continually monitors the operion of the RTI to ensure effective and efficient operion. Responsible for testing, screening and selecting officer candides, non-commissioned officer school students and special school students. Ensures standardized courses are taught in accordance with Army regulions and directives. The training programs are Officer Candide System (OCS) and Non- Commissioned Officer Educion System (NCOES). Resident, sellite, and five or more complex goal oriented instructional programs are provided by the RTI. Gradues of the OCS program are eligible for appointment as an officer in the Army Nional Guard and are given recognition as such. Noncommissioned officer programs conducted consist of Primary Leadership Development Course, Basic Non-Commissioned Officer Course, Advanced Non-commissioned Officer Course, and First Sergeant Training Course. Responsible for various special programs conducted such as the Unit Commander's course, Tactical Officer School, Instructor Training Courses, OCS Oriention Course, and Non-prior Service Training Course. Knowledge of the training institute instructional programs and budget projections is required.

May be required to successfully complete a probionary period.

Males born after 31 December 1959 must be registered for Selective Service.

Qualificions

AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Cegory 1: All permanent/indefinite (T32 and T5) technicians employed by the agency Cegory 3: All current military members of the Florida Nional Guard; and Cegory 4: All individuals who qualify for membership in the Florida Nional Guard and are willing to become T32 Dual Stus technicians.

PCS: Permanent Change of Stion (PCS) costs, MAY be authorized. Authorizion for payment of PCS expenses granted ONLY after determinion is made th payment is in the best interest of the Florida Nional Guard.

Recruitment / Relocion : Incentive MAY be authorized. ONLY after determinion is made th payment is in the best interest of the Florida Nional Guard.

FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organizion represention.

Military Grades: Officer: O4 thru O5

SPECIALIZED EXPERIENCE :GS12 Must have least one year of specialized experience the GS-11 level or the equivalent which provides knowledge and/or experience in conducting and developing educion and training programs; knowledge in Army educion and training policy requirements; experience managing programs to include developmental educion, voluntary educion, advanced academic educion, promotion testing, and libraries; knowledge of audio-visual presentions, educional tests and measurements, and instructing techniques; experience in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluions, and educion and training systems and product; experience in managing the function of work to be performed. Experience th includes leading, directing and assigning work of personnel.

TEMPORARY PROMOTION - For Title 32 selectees only: This is an obliged position (incumbent is on a military tour). If a permanent employee in the Title 32 excepted civil service accepts this position, he/she will retain their permanent stus AND return to their previous Title 32 position once incumbent returns from military duty. If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition.

INDEFINITE APPOINTMENT -For Current Title 5 selectees only: This is an obliged position (incumbent is on a military tour). If an on-board individual employed in the Title 5 excepted civil service accepts this position, he/she will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separed. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent stus without further competition.

INDEFINITE APPOINTMENT -Ste Nional Guard Members (Not Current T5 or T32 Onboard) This is an obliged position (incumbent is on a military tour), selectee will receive an indefinite appointment (Tenure 3).
