Basic Function:
Under the direction of an administrator or manager, performs a variety of routine personnel transactions, administrative functions, including but not limited to recruitment, examination, and selection processes; updates and maintains records, files, and filing systems pertaining to a variety of personnel management activities

Representative Duties:
1. Enters and updates data into the Human Resource Information System ( HRIS ), processes information, updates and maintains departments storage and retrieval of records, files, and filing systems; extracts and compiles data to generate and prepare reports, as necessary. E

2. Responds to inquiries and assists college personnel and the general public concerning matters related to position vacancies, status of recruitments, and promotional opportunities. E

3. Responds to inquiries from college personnel pertaining to a variety of day-to-day personnel transaction matters, which may include explanations of policies, regulations, and guidelines. E

4. Establishes, maintains, and reviews personnel records and files to ensure compliance with College policies, rules and regulations. E

5. Performs routine review and screening of employment applications to ensure completeness and compliance with selection requirements. E

6. Assists with pre-employment recruitment and selection processes. E

7. Prepares job announcements for printing, posting, and distribution to internal and external recruitment sources following HR standards, policies, and procedures. E

8. Obtains and records employee background information; updates HRIS as needed with returned data. E

9. Assists in the development of documentation to ensure clearance related to employment, including but not limited to fingerprint review and submission to Department of Justice ( DOJ ), verification of experience, and training medical review. E

10. Maintains records, files, and filing systems pertaining to equal employment opportunity ( EEO ) trends. E

11. Answers inquiries to verify employment and compensation level according to predetermined college procedures. E

12. Assists with the various clerical aspects of the Governing Board action follow-up. E

13. Assists with selection examination processes; prepares employment lists in accordance with pre-determined rules and guidelines. E

14. Operates a variety of office machines including personal computer and software programs and applications such as Microsoft Office Suite (Word, Excel, Outlook, and PowerPoint). E

15. Performs a variety of clerical and administrative responsibilities in support of the departments day-to-day activities and/or operations utilizing a variety of communication modalities including but not limited to answers and responds to phone calls, emails, text messages, and chat platforms; opens, screens, and distributes mail and correspondence; photocopies documents and requests duplication services; ensures maintenance and repairs of assigned work areas, facilities, or equipment; enters various requests for services from IT, Facilities, and Maintenance; contacts vendors for equipment service, when needed; follows-up with vendors to ensure satisfactory completion of requests; may perform simple repairs or maintenance to standard office equipment. E

16. Performs related duties that support the overall objective of the position.

Education and Experience:
  • High school graduate or General Educational Development ( GED ) with coursework in automated record management systems, personnel management practices, or related discipline; AND Two (2) years of responsible experience in specialized administrative work, preferably including one year in a Human Resources office.
  • Or, any combination of education and experience which would provide the required qualifications for the position.

The Human Resources (HR) Technician I is the entry level classification within the Human Resources Technician series; performs routine personnel and administrative transactions in the day-to-day workflow of the HR Office. The incumbent performs the assigned tasks under direct supervision of an administrator or manager within well-defined guidelines, polices, and procedures.

The Human Resources Technician I is distinguished from the Human Resources Technician II in that the latter is the journey level classification within the Human Resources Technician series. The incumbent performs responsible and technical duties and responsibilities in carrying out various HR processes such as recruitment, selection and hiring processes and procedures. The incumbent works under general direction with the ability to interpret and apply District/college policies and procedures as they relate to the primary responsibilities of the position.

PHYSICAL DEMANDS :
While performing the duties of this job, employees are regularly required to sit or stand for extended periods of time; talk or hear, in person and by telephone; use hands repetitively to finger, handle, feel, operate personal computers and other standard office equipment; and reach with hands and arms. Specific vision abilities required by this job include close vision, use of both eyes, ability to distinguish basic shades and colors and the ability to adjust focus. Employees are frequently required to walk and stand and occasionally lift up to 20 pounds.
