This role leads recruitment efforts for complex, hard-to-fill, and leadership positions while supporting workforce planning initiatives, talent pipeline development, employment branding, and recruitment process improvements.

The Talent Acquisition Specialist II serves as a strategic partner to hiring managers, providing guidance on recruiting strategies, candidate assessment, market trends, and workforce needs. This position also assists with mentoring and training Talent Acquisition team members and contributes to the continuous improvement of talent acquisition processes and outcomes.

KEY RESPONSIBILITIES & CORE COMPETENCIES

Talent Acquisition & Recruitment

Manage full-cycle recruitment for exempt, non-exempt, professional, management, and specialized positions.

Develop and execute targeted sourcing strategies to attract qualified and diverse talent.

Partner with hiring managers to understand workforce needs, position requirements, and candidate qualifications.

Conduct candidate screening, interviews, and assessments to identify top talent.

Facilitate and coordinate hiring processes from requisition approval through onboarding.

Maintain a proactive pipeline of qualified candidates for critical and recurring positions.

Utilize creative sourcing methods including networking, social media, community partnerships, workforce organizations, educational institutions, and employee referral programs.

Lead recruitment efforts for difficult-to-fill, leadership, and highly specialized positions.

Workforce Planning & Talent Pipelines

Assist in developing workforce planning strategies to support organizational growth and succession needs.

Build and maintain talent pipelines for high-volume and mission-critical positions.

Develop relationships with colleges, universities, workforce agencies, professional associations, and community organizations.

Participate in career fairs, recruitment events, community outreach activities, and workforce development initiatives.

Employment Branding & Candidate Experience

Serve as a brand ambassador for Goodwill and its affiliated organizations.

Promote the organization’s mission, culture, benefits, and career opportunities through recruitment marketing efforts.

Ensure a positive candidate experience throughout the recruitment process.

Support recruitment-related social media, advertising, and employment branding initiatives.

Data, Reporting & Process Improvement

Maintain accurate applicant tracking and recruitment records.

Monitor recruiting metrics including time-to-fill, source effectiveness, applicant flow, and hiring outcomes.

Prepare recruitment reports and workforce analytics as requested.

Identify opportunities to improve recruitment processes, candidate experience, and hiring manager engagement.

Team Support & Leadership

Provide guidance and mentorship to Talent Acquisition team members.

Assist with onboarding and training new recruiters.

Share best practices and support continuous improvement initiatives within Human Resources.

Serve as a resource to hiring managers regarding recruitment best practices and employment regulations.

Other Duties

Support special HR projects and initiatives as assigned.

Perform other duties as needed to support organizational objectives.

Collaboration & Mission Alignment: Demonstrates commitment to Goodwill’s mission while partnering across departments and divisions.

Problem-Solving & Adaptability: Identifies recruitment challenges and develops creative solutions to meet staffing needs.

QualificationsMinimum Qualifications

Bachelor’s degree in Human Resources, Business Administration, Organizational Development, or related field; or three (3) to five (5) years of progressively responsible recruiting or talent acquisition experience.

Experience managing full-cycle recruitment across multiple job levels.

Demonstrated success sourcing and recruiting passive candidates.

Strong interviewing, relationship-building, and consultative skills.

Excellent written, verbal, and interpersonal communication skills.

Proficiency in Microsoft Office and applicant tracking systems.

Preferred Qualifications

SHRM-CP, SHRM-SCP, PHR, or similar certification.

Experience recruiting in nonprofit, education, retail, hospitality, healthcare, or multi-site environments.

Experience with workforce planning and talent pipeline development.

Experience utilizing HRIS and recruiting analytics platforms such as Paycom.
