Job Title: Human Resources DirectorMinimum Qualifications
- Bachelor’s Degree from an accredited college or university is required; however, a combination of education, training, and experience may be considered;
- Five (5) years’ experience in Human Resources or related field;
- Five (5) years’ experience in a managerial or supervisory capacity;
- Effective verbal and written communication skills;
- Flexibility, organization, decision-making and problem solving skills;
- Interpersonal skills with diverse populations in-person and on the telephone;
- Ability to meet deadlines, work on multiple projects and coordinate the work of others;
- Working knowledge of word processing, database and spreadsheet software;
- Organized work habits and project management skills;
- Strong skills at working both alone and in teams, providing leadership and support to both team members and other personnel alike;
- Knowledge of state and federal statutes applicable to public employment, preferably in the school setting;
- Some experience in collective bargaining; and
- Such alternatives to the above qualifications as the Executive Director of Human Resources may find appropriate and acceptable.
Essential Job Responsibilities
- Implements and ensures compliance with all Board policies related to personnel;
- Supports and promotes ethical and professional decisions and employee actions;
- Administers those phases of the personnel program which includes maintenance, confidentiality, and security of personnel records;
- Supports administrators and supervisors in areas of responsibilities;
- Assists in the direction of the recruitment program for licensed and classified personnel;
- Develops and revises processes;
- Trains and guides Human Resources Specialists, District Administrators and Supervisors;
- Directs the activities and productivity of the department;
- Hires, terminates, and trains staff;
- Creates schedules and timelines;
- Works with other Human Resources personnel to sustain and grow programs and service;
- Manages administrative functions to ensure smooth and efficient operations of the organization;
- Support the organization's strategic alliances and partnerships;
- Ensures performance goals are met and set;
- Fulfills duties delegated by the Human Resources Executive Director;
- Attends and presides over meetings;
- Participate in districtwide and department strategic planning;
- Represents the organization to the public, key stakeholders and business partners;
- Creates presentations for meetings;
- Consults with District Administrators and Supervisors on areas of responsibilities;
- Assists supervisors in developing and monitoring performance improvement plans for staff performing at unsatisfactory levels;
- Assists in the processes required to ensure due process as related to employee disciplinary actions;
- Assists in the processes required and recommendations for termination of employees and arranges for and holds district-level conferences and hearings;
- Assists in conducting new staff orientation;
- Assists in assuring appropriate class-size ratios with allocations of staff and assists in responding to discrepancy reports from the New Mexico Public Education Department (NMPED) with plans for rectifying if necessary;
- Ensures District compliance with all applicable state and federal employer/employee regulations and policies, including but not limited to EEOC, FMLA, OSHA, NMPSIA, ADA, etc.;
- Interprets existing personnel policies and regulations to staff and develops recommendations concerning the formulation and revision of district policies and regulations;
- Serves on District collective bargaining team;
- Facilitates adherence to negotiated agreement between District and employees’ union;
- Hears employee grievances at Level 2 as per the negotiated agreement;
- Uses data to manage, interpret, and makes recommendations;
- Aids in responses to all legal complaints/suits regarding personnel and employment practices and/or decisions;
- Works closely with universities in collaborative or cooperative programs;
- Works collaboratively with other Central Services Administrators to facilitate appropriate decision-making;
- Helps supervise staff of Human Resources Department;
- Complies with state-approved New Mexico Administrative Code of Ethical Responsibility of the Education Profession and the RRPS Employee Standards of Conduct and upholds and enforces rules, administrative directives and regulations, school board policies, and local, state and federal regulations;
- Serves as backup for Executive Director of Human Resources and other Human Resources Department Directors during leave;
- Performs other duties as assigned by Executive Director of Human Resources; and
- Employee may be assigned other duties based on the needs of the District during the term of employment.
