As Training Specialist 2, you will play a critical role in developing workforce capability across the department. You will independently assess training needs, identify skill gaps, and design targeted learning solutions that translate state and department policies into clear, practical guidance across areas such as budgeting, procurement, grants, and personnel processes. In collaboration with leadership and subject matter experts, you will develop curricula, job aids, and training resources that promote consistency and compliance.
In this role, you will deliver training through a variety of methods, including in-person, virtual, and e-learning formats, adapting content to meet the needs of diverse audiences. You will also provide coaching, mentorship, and consultative support to help staff apply what theyve learned and strengthen overall performance.
Additionally, you will manage and continuously improve training programs by coordinating logistics, maintaining training records and resources, and evaluating effectiveness. The successful applicants must pass a federal background check in order to qualify for military base access, which is required with this position's work location on base. The background check may include fingerprinting. All job offers are conditional pending successful completion of the federal background check and issuance of a Defense Biometrics Identification System (DBIDS) card allowing base access. Also, you must be able to maintain the clearance throughout your employment. If using a private vehicle this will require a valid Alaska Driver License, proof of vehicle insurance, and a valid State of Alaska vehicle registration.

Minimum QualificationsAny combination of education and/or experience that provides the applicant with competencies in:

Education and Training : Knowledge of teaching, training, research, making presentations, lecturing, testing, and other instructional methods. Other Requirements of the position:Adherence to special security guidelines, protocol, etc. for Joint Base Elmendorf-Richardson needs to be followed. Civilian workers support the administrative functions of the department which includes the National Guard and requires confidentiality and the ability to work in a combined civilian and military work environment.
