About the position : The City of Sparks' Human Resources Department is currently seeking to hire one (1) temporary Human Resources Coordinator who can work up to 20 hours per week and support the department in the daily operations as needed on a long-term basis. As a temporary position, the position is not eligible for PERS or Group Health Insurance benefits. Duration of the assignment is subject to funding and operational needs. DESCRIPTION
Under supervision, provide support for human resources work and projects as needed. Will help coordinate and support staff in recruiting, scheduling and records management.
DISTINGUISHING CHARACTERISTICS
This is a temporary, single class that supports the Human Resources Department.
Applicants must possess the following minimum qualifications to continue in the recruitment process:
Education and Experience :
High School Diploma or equivalent and one (1) year of human resources experience in a professional setting involving direct customer service.
Responsible for supporting the day-to-day operational work of the Human Resources Department in any of the functional areas. Support management as they aim to ensure staff receive adequate support in the selection and recruitment process for all groups of employees.
Provide customer service support and assistance to City staff and citizens. Handle inquiries on the telephone, electronically, and in person. Answer questions and provide information regarding procedures and processes of assigned functional area(s). Resolve complaints and/or refer callers to appropriate staff as necessary.
Regularly handle highly sensitive and confidential matters. Maintain a variety of files, data and paperwork using applicable software, applications, and databases. Administer and maintain appropriate Human Resources Information Systems (HRIS).
Participate in the collection of data and reports to be used during the negotiation process. Assist staff with the administration of data entry. Track personnel authorization forms and vacancies electronically.
Assist with the recruitment program and conduct recruitments under the supervision of an analyst. Coordinate, conduct and assist in the preparation and review of applicant and testing materials, test administration, test instructions, testing, and interviews. Assist in the data entry and first level analysis of test results for accuracy and integrity. Prepare job announcements and advertisements, screen applications for minimum qualifications, and maintain eligibility lists. Maintain position control integrity through regular maintenance of Human Resources Information Systems (HRIS) entries.
Assist with resolving complaints, discrepancies and various other related problems. Escalate interpretation needs to Analyst or above.
Assist and support by participating in all multi-level process and maintain files and all records regarding benefits, recruitments, grievances and claims.
Perform other duties which may be assigned.
Knowledge, Skills, and Abilities :
- Knowledge of and ability to read, understand, and interpret rules, regulations, procedures, policies and plans related to the work
- Knowledge of methods and techniques of data collection
- Knowledge of standard office practices and procedures, including filing and records management
- Knowledge of English, including spelling, grammar, and punctuation
- Knowledge of business math and ability to accurately calculate based on different sets of guiding principles
- Knowledge of basic functions and structure of a municipal government
- Knowledge of terms and acronyms commonly used in the assigned function(s)
- Ability to understand and use databases accurately and efficiently within job scope
- Ability to understand and rearrange work and projects effectively and to complete within expected deadlines and based on departmental priorities
- Ability to reason logically and make sound recommendations, to consider alternative and diverse perspectives, to communicate effectively both orally and in writing, to remain poised under all circumstances, and to interact effectively with people in a positive manner that engenders confidence and trust
- Ability to use computer applications and software related to the work including but not limited to, Microsoft Office

Physical Demands :
Aside from working in a general office environment while using standard office equipment, the majority of the work is sedentary in nature and consists of daily exposure to equipment that may potentially cause visual sensitivity such as computer monitors. The person in this position will be expected to be effective in the face of workplace stressors such as, but not limited to, exposure to information that may be confidential, sensitive and/or emotionally difficult to process, customer service complaints, maintaining the security of information, competing priorities of reasonable or high significance to the successful function of the department, etc. May need to lift, carry, push and/or pull light to moderate amounts of weight and occasionally work outdoors.
