The Senior Human Resources Generalist performs highly administrative and generalist functions within the Human Resources Department related to compliance, employee relations, training and development, HRIS, benefit administration, recruitment and hiring. Requires a high degree of independent judgment and initiative in planning, developing, and implementing programs; requires considerable interaction with employees of all departments.

The primary schedule for this full-time position is Monday through Friday, 8:00 AM to 5:00 PM and is located in Lecanto, Florida.

  • Provide overall support for all Human Resources functions, including but not limited to assisting in recruiting, benefits administration, and HR-related training programs.
  • Assist Human Resources Director with projects as needed including, but not limited to, reviewing and updating County policies, conducting employee investigations and other employee relations functions.
  • Verify and process personnel action requests and position control changes.
  • Train timekeepers and payroll supervisors in other departments on policy and system functions.
  • Process level II background screens and DOT Federal Motor Carrier Safety Administration (FMCSA) queries.
  • Conduct various internal audits of Human Resources files, databases, and benefits administration functions to ensure data integrity and compliance.
  • Complete employment verification requests.
  • Monitor and maintain personnel records.
  • Monitor and analyze new hire check-in surveys, conduct exit interviews.
  • Prepare and maintain standard operating procedures (SOPs) to enhance the operations of the department.
  • Stay up to date with and ensure compliance with Federal, State and Local laws and regulations, (i.e., ADA, FMLA, FLSA, Equal Employment Opportunity (EEO) Title VII laws, Veterans Administration, Department of Homeland Security Immigration and Customs Enforcement (ICE), and Social Security Administration (SSA) requirements).
  • Serve as subject matter expert (SME) for labor union positions including union contract and policy compliance, FLSA, shift work, recruitment, performance management and labor relations.
  • Designated Records Custodian for Human Resources; responsible for compiling and responding to public records requests regarding employee records.
  • Act as backup for recruiting and benefit enrollment.
  • Performs other duties as required.
Education, Training, and Experience
  • Associates Degree (Bachelors Degree preferred) from an accredited college or university in Human Resources, Public Administration, Business Administration, or related field.
  • Five (5) years of progressive human resources experience.

Skills and Abilities
  • Skilled in policy analysis and analytical reasoning.
  • Proficient in record management and data integrity.
  • Ability to communicate effectively, both orally and in writing, including public speaking and preparing written reports, memoranda, and graphic presentations.
  • Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.
  • Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.).

Certificates, Licenses, and Registration
  • Valid Florida Driver License (or must obtain within 30 days of establishing residency in Florida), or valid Florida Identification Card is acceptable only for positions not required to drive a county vehicle.
  • Professional in Human Resources (PHR), SHRM Certified Professional (SHRM-CP) or similar human resources professional certification preferred.
  • May require Notary Public certification.
  • Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses:
    • IS-100.c: Introduction to the Incident Command System (ICS)
    • IS-700.b: An Introduction to the National Incident Management System

Physical Requirements/Work Environment
  • Requires sitting most of the day.
  • The job involves frequent lifting and carrying up to 10 pounds, and occasionally up to 20 pounds.
  • The job requires frequent bending, twisting, and occasional squatting, climbing, kneeling, balancing, and reaching above shoulders.
  • The job requires the completion of tasks that involve typing, simple grasping, pushing, pulling, and fine manual manipulation
  • The job requires normal visual acuity and field of vision, depth perception and color vision, hearing, and speaking.

Emergency Response/Recovery Activities
  • All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location, and work schedule to fit the needs of the County and its citizens. Emergency response duties may also include driving and/or operating a county vehicle or equipment and employees must obey all safety policies, and roadway rules and laws.
