Dorchester County Public Schools is seeking a dedicated, customer-oriented professional to serve in the role of Human Resources - Coordinator for Licensure and Professional Growth. Under the direction of the Director of Talent Management and Assistant Superintendent, the Human Resources - Coordinator for Licensure and Professional Growth will administer licensure, certification, professional growth, tuition assistance, educator pipeline programs, and related personnel processes. The position serves as the district's primary liaison for educator credentialing and professional advancement while supporting recruitment, workforce development, HR compliance, and employee records management. This position is vital to meet the requirements of The Blueprint for Maryland’s Future and fully implement the Believe in Us: Achieving our Potential Together Strategic Plan.
DUTIES :
- Serve as the district lead for educator licensure, certification, and credential management for teachers, paraprofessionals, service providers, and other applicable employees.
- Administer and maintain access to the Maryland TEACH system and perform all responsibilities associated with Credential Authorized Partner Associate (CAPA) authorization.
- Monitor, verify, and process license renewals, license advancements, endorsement additions, degree attainment, and other credential-related changes.
- Provide guidance and technical assistance to employees regarding licensure, certification, renewal requirements, and career advancement pathways.
- Develop and monitor individualized licensure plans for conditionally licensed educators and support compliance with state requirements.
Professional Development and Educator Advancement Programs
- Serve as the district liaison to the Maryland State Department of Education (MSDE) for Continuing Professional Development (CPD) and related educator certification initiatives.
- Coordinate and oversee National Board Certification support programs and serve as the district’s designated National Board Certification point of contact.
- Lead and support Grow Your Own (GYO) educator pipeline initiatives and other workforce development programs.
- Monitor and process salary lane advancements related to degree attainment, additional coursework, APL attainment, and other educational milestones.
Tuition Assistance and Higher Education Partnerships
- Manage employee coursework approval and tuition reimbursement programs in accordance with Board policy and negotiated agreements.
- Coordinate and maintain relationships with colleges, universities, and direct-billing partners to support employee professional growth and advancement.
- Ensure compliance, documentation, and reporting requirements associated with educational assistance programs.
Human Resources Information Systems and Employee Data Management
- Maintain and update employee certification, licensure, degree, tenure, and employment status information within HRIS systems, including eFinancePlus and Records Management.
- Process personnel actions related to salary lane changes, pay adjustments, longevity increases, certification attainment, and educational advancement.
- Manage required state reporting and maintain accurate employee records to ensure compliance with federal, state, and local requirements.
- Oversee workflows, documentation management, and data integrity related to certification, employment, and personnel records.
Employment Verification and Compliance Administration
- Coordinate and complete employment verification requests, Public Service Loan Forgiveness (PSLF) certifications, and other employment-related documentation.
- Process interstate verification requests and support compliance with state and federal employment verification requirements.
- Maintain accurate records and documentation associated with employment verification activities.
Recruitment, Staffing, and Workforce Support
- Assist with recruitment initiatives, hiring events, and workforce development activities to support district staffing goals.
- Provide recommendations regarding employment actions and staffing decisions as appropriate.
- Support onboarding, personnel action processing, resignation management, and other employee lifecycle activities.
Employee Relations and Human Resources Operations
- Assist with day-to-day Human Resources operations and provide support for employee relations matters, personnel issues, and HR compliance activities.
- Collaborate with administrators, supervisors, and district leadership to ensure consistent application of HR policies, procedures, and practices.
- Perform other related Human Resources duties as assigned in support of departmental and organizational goals.
- Assist in conducting employee investigations and administering corrective and disciplinary actions in accordance with district policies and procedures.
- Performs other duties as assigned.
QUALIFICATIONS :
- Bachelor's degree required in Human Resources, Business Management/Business Administration, Educational Leadership, Communications, or a closely related field.
- Minimum of five (5) years' experience in human resources administration or labor relations, personnel management, public school administration or district level leadership, preferably in a public school system.
- Experience in school administration (e.g., school-based administration, supervisor, or central office administrator) preferred .
- Professional Human Resources certifications are preferred, including PHR/SPHR, SHRM-CP/SHRM-SCP.
- A comparable amount of education, certification, and experience may be substituted for the minimum qualifications.
- Thorough knowledge of philosophy, principles, and practices of personnel administration and employee relations.
- Thorough knowledge of public-school systems organization and administration.
- Ability to make decisions in accordance with precedents, rules, and regulations.
- Ability to apply Board policy to daily work decisions, exercise good judgment, courtesy, and tact in dealing with all stakeholders on the telephone, writing, and in person.
- Demonstrates proficiency in computer and word processing skills, especially Microsoft Office Suite applications (Word, Excel, Outlook Calendar, and PowerPoint), Google Drive, etc.
- Familiarity and ability to utilize PowerSchool, SunGard administrative data system, and Cognos software are preferred.
- Must be able to work independently on routine, complex, and confidential tasks.
- The ability to maintain strict confidentiality is a must. A breach of confidentiality may cause immediate termination .
- Must maintain a good attendance record and be willing to work outside of general working hours occasionally.
- Must agree to obtain the Certified Authorized Partner Associate (CAPA) credential through MSDE within 2 years in order to maintain position.
